Job description

Oversees the development of programs with the goal of ultimately transitioning participants to individually designed community work environments. Through the Manager of Employment Program, determines the potential of participants, their personal career objective and plans methods to facilitate achieving these goals through Career Assessments.

Responsible for oversight and adherence to, Individual Support Plans (ISP) as outlined in the ODP regulations reflecting the individual career training plan and supported employment.

Responsible for oversight of the development of the outside community-based employment environments in which participants may be integrated into the community. Monitors participant placement to promote individually tailored work within the greater community work environments.

Monitors progress on at least a quarterly basis through the Manager of Employment Program; makes referrals as necessary for ancillary services. Provides basic supportive/directive counseling and crisis intervention, when necessary. Acts as a conduit to family members, local school districts, other providers and the counties surrounding Mercer County.

Responsible for assisting with, and the support of employment services, training, and evaluating and directing this program.

Work is performed in accordance with established regulations, policies, and procedures, but employees are expected to exercise initiative and independent judgment in discharging their duties, seeking advice and help only with the more unusual and difficult cases. Other duties as assigned.

Responsible for oversight of the Agency With Choice Program. Responsible for relaying information from ODP to the Managing Employer. To be used as a resource for the Managing Employer. Adheres to all ODP standards with the AWC program.

ESSENTIAL JOB DECISION MAKING RESPONSIBILITIES:

Supervisory Responsibilities

Gives supervision, coaching and guidance to the Manager of Employment Programs, Production Manager and AWC staff to assure implementation of individuals' program and proper recording of necessary data to ensure adherence to all regulations.

Assures that staff follow Policy and Procedure and issues discipline accordingly. Recommends the hiring and termination of subordinates, and is involved in the interview and decision-making process.

Program Responsibilities

Oversees the coordination of all aspects of programming and the implementation of ODP Regulations and OVR. Assures that all social, personal, and community integration needs are met for each individual through appropriate services. Provides supervision and direction and disseminates information to the Manager of Employment Programs, Production Manager and AWC staff, as necessary. Prepares reports for COO as requested; conducts informal counseling with individuals as needed; utilizes Crisis Intervention with individuals as needed; reviews files and service notes of all individuals and reports as needed; and that current information relative to the Individual's health and welfare are maintained; participates in Referral, Admission and Discharge meetings, as necessary to support the overall well-being of the program or individual, attends MCAR Team Meetings, and attends meetings with county representatives, outside vendors, community employers, as necessary. Reviews all EIM & investigations through the Incident Management process. Reports and participates at IM meetings; assures that programs are in accordance with all Federal, State and County regulations.

Liaison Responsibilities

Maintains open and consistent communications with families, MCBHC Office, other MCAR departments, Social Service agencies and financial institutions and community resources. Acts as a liaison between management staff and staff individuals as needed; makes recommendations and referrals for other services for individuals as needed; establishes bridges for the individuals for community integration and community employment.

Financial Responsibilities

Assists in program budget needs; assists Fiscal Department with audits as needed; and coordinates program purchases and maintenance needs. Reviews individuals' utilization rates in accordance with each individual's budget. Makes requests for any needed adjustments.

Production Management

Oversees the management of internal production operations to insure a safe working environment, maximizing efficiency in operation, appropriate placement of and supervision of internal employees. Insures that contractual timetables are met.

Job Development

Seeks out, liaisons with, and develops community based job opportunities with community employers and businesses to promote integration of individuals into the local community workforce. Accesses local employment resources such as Career Link to facilitate securing jobs. Develops individual work positions where possible. Seeks to train and situate individuals in career paths of their choice consistent with their abilities in accordance with the Career Assessment outcomes.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES TO PERFORM ESSENTIAL JOB DUTIES:

  1. Bachelor's Degree within a Human Services field preferred or;
  2. Associate's Degree or 60 college level credit hours
  3. Two (2) years paid work experience involving direct service through person-to-person contacts in a social service agency
  4. Ability to effectively lead subordinates in order to achieve maximum potential
  5. Knowledge of Crisis Prevention Intervention (CPI) techniques for use during individual crisis/emergency situations
  6. Ability to encourage and guide subordinates towards overall program goals
  7. Knowledge of MCAR's Policies/Procedures
  8. Ability to incorporate new technologies and/or philosophies into writing person-centered individual program plans for individuals
  9. Ability to interpret and apply laws, rules, regulations, policies and procedures
  10. Ability to organize and prioritize program and individual needs
  11. Ability to communicate orally and in writing using the English language
  12. Ability to liaison and interact successfully with community based businesses
