This is managerial, advanced technical and administrative work managing multiple projects, and programs in the design, implementation, and maintenance of the City’s Information Technology (IT) systems and applications.
This IT PMO Manager position will partner with key business owners to manage a critical, high-visibility stabilization/optimization project associated with Workday.

Job Description:

SUMMARY

This is managerial, advanced technical and administrative work managing multiple projects, and programs in the design, implementation, and maintenance of the City’s Information Technology (IT) systems and applications.

This IT PMO Manager position will partner with key business owners to manage a critical, high-visibility stabilization/optimization project associated with Workday.

Positions allocated to this classification report to a Department Director and work under general supervision. Work in this class is distinguished from other classes by its managerial and advanced technical and operational responsibilities.

EXAMPLES OF WORK*

ESSENTIAL JOB FUNCTIONS

Supervises departmental Technical Systems Analysts and Business System Analysts, in the development and implementation of departmental computer applications that address specific departmental business processes.

Oversees the administration of departmental automated/computerized systems including systems management, network interfaces, and the installation and removal of software products.

Performs as the City’s computer systems expert for General Government.

Coordinates with the GRU IT department to support the needs of General Government. Specifically on hardware, infrastructure, and network service needs and delivery.

Oversees the Gainesville Police Department’s internal information technology needs from product and software selection, to security, infrastructure, application development, etc.

Leads special projects like broadband implementation, smart city infrastructure, etc. and works with third party experts hired to as subject matter experts for special projects.

Participates in the long and short term plans for the City’s technology needs.

Works with internal Project Management Office to accomplish the goals of Department.

Develops protocols to improve efficiency, deliver new innovations, and increase collaboration with other business areas across the city and with the Department.

Garners support, involvement, and commitment to facilitate experimentation and adoption of service improvements and IT strategy.

May be asked to serve on planning and policy-making committees; drives the development of enterprise technology standards, governance processes and performance metrics.

Manages the operations of computer applications, including Enterprise Resource Planning system.

Manages multiple project assignments and coordinates IT resources to meet Business unit needs.

Directs, plans, assigns, and coordinates work of subordinate staff and contractors engaged in providing enterprise level services, but not limited to, programming, testing, implementation, and maintenance services for application systems. Coordinates with other IT Managers on supervision of systems development staff.

Assists in contract negotiations with outside vendors and monitors terms of contracts.

Consults with senior management and officials concerning their plans for future support and to application systems. Assists in development and implementation of IT standards and compliance with them by staff and users.

Coordinates with IT Managers on implementation of new and enhanced application systems and related user requests.

Coordinates with IT managers, supervisors, systems analysts, and user management on resolution of user requests and support queries and problems.

Receives application system requests from departments and works with other IT Managers to determine which programming and analytical staff to assign based on project requirements.

Evaluates demands for application systems and makes recommendations on resource requirements and costs to provide these systems.

Assists Application Services and Infrastructure Services in developing project management strategies for Gainesville Regional Utilities and the City’s computer and networks.

Disseminates information to IT Managers regarding application systems, including costs, features, and alternative solutions.

Collaborates with other IT Managers to prepare annual budget requests for systems development area, including application systems software, and staff development needs. Monitors expenditures.

Prepares technical specifications for bids and evaluates proposals and quotes.

Prepares IT project status reports and staff allocation plans for the Department Director.

Attends work on a continuous and regular basis.

NON-ESSENTIAL JOB FUNCTIONS

Stays current with industry developments and makes recommendations to management on new technology.

Assists in review of information systems plans for GRU and General Government.

May act in absence of supervisor.

Performs other related duties as assigned.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.

EDUCATION AND EXPERIENCE

Bachelor’s degree from an accredited college or university with major course work in business, computer science, information systems, engineering, math, or related subject, and eight (8) years of progressively responsible experience in information technology, which includes four (4) years of supervisory or large project management experience preferably in computer applications development and maintenance, or an equivalent combination of training and experience which provide the necessary knowledge, skills and abilities.

A Master’s degree from an accredited college or university with major course work in business, computer science, information systems, engineering, math or related field may substitute for one (1) year of the non-supervisory work experience.

Preferred:

Experience with Enterprise Resource Management (ERP) software.

Experience working on initiatives to do with Workday HCM and/or Financials.

Working knowledge of the Workday and completion of at least one Workday deployment.

CERTIFICATIONS OR LICENSES

Licenses

Valid driver license required. Valid Florida Driver License required within thirty (30) days of appointment and at all times while employed in this classification.

Certifications

Project Management Professional (PMP) certification through the Project Management Institute (PMI) is desirable.

Certified in ITIL Foundation or willing to be trained in ITIL Foundation is desirable.

Certification in database, network, or security management and implementation from an industry accepted authority is desirable.

Significant experience in the operations of enterprise resource planning (ERP) systems is required.

KNOWLEDGE, SKILLS, AND ABILITIES

Expert level knowledge of principles, practices, and methodologies of computer operation systems functions.

Experience with governance of information technology that includes data governance, project placement, etc.

Expert level knowledge of sound computer systems, programming and management techniquest.

Working knowledge of networking, information systems (current and legacy).

Thorough knowledge of one or more of the following: web-based applications, various communication media and protocols, electronics, mobile devices, records management systems, computer network methodologies and protocols, smart city methods, etc.

Hands-on experience in project management, software development and/or architecture for software products.

Project management and systems development life cycle skills including scope and issue management, schedule management, and deliverable oriented delivery.

Experience with understanding of technology languages, platforms, frameworks, tools and open source in order to aid in the selection design.

Knowledgeable of principles and operations of the application systems and computer and telephone networks and related technology.

Working knowledge of management practices, and concepts, administration, project planning, supervisory techniques, advanced analysis and design techniques, training techniques, and resource management.

Knowledge of governmental budget procedures.

Experienced with software quality assurance and work load management practices.

Experienced with business process management practices.

Ability to plan, direct and supervise work of others.

Ability to review and make recommendations relative to application systems in highly complex operating environment.

Ability to manage multiple application systems and projects at varying stages of development, implementation, or operation and delegate assignments to appropriate staff.

Ability to prepare and monitor budgets and prepare technical specifications for bids and monitor vendor contracts.

Ability to assist in development and maintenance of standards for IT procedures.

Ability to keep records and prepare reports.

Ability to work effectively with elected officials, charter officers, department heads, representatives of other agencies, other city employees, and the general public.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS

To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.

PHYSICAL REQUIREMENTS

While performing the duties of this job, the employee is often required to sit for prolonged periods of time.

WORK ENVIRONMENT

Will be required to work and attend meetings outside regular business hours, including nights, weekends and holidays.

Requires local travel to other general government or GRU locations within the Gainesville area.
