Job Duties

The Hampton Roads District is seeking a Senior Planning Specialist to provide coordination for metropolitan and rural transportation planning. Coordinate with other staff and local and regional planning entities on planning activities. Support urban and rural planning functions and the coordination and implementation of long-range plans in the TIPs, STIPs and project development process. Provide technical analysis to support identification and development of recommendations to improve existing transportation deficiencies and ensure future needs are met throughout district localities. Oversee, coordinate and support related activities with the Central Office and local governments to enhance on-going communication and coordination for planning activities.

Core Responsibilities for this position will be:


Travel Demands

Lead the preparation of local and regional travel demands for specific milestone years using available data, reports and models. Provide traffic forecasts, roundabout analysis and recommendations for scoping meetings, roadway design and environmental studies.

Technical Assistance and Review

Assist in land development reviews for local jurisdictions to include rezoning, subdivision, site plan and record plat reviews to Residencies. Provide thorough reviews of traffic impact studies. Provide traffic projections, capacity analyses, etc. for design projects.

Support Transportation Mobility and Planning Division

Manage, plan and coordinate district planning activities for urban, rural and statewide programs. Provide technical assistance, guidance and leadership to district staff, local planning commissions and organizational and local governments to meet FHWA and TMPD requirements and district goals and objectives. Support district's MPO and PDC urban and rural transportation planning programs through representation on Boards and Committees as VDOT's representative and serve as liaison in planning matters.

Transportation Planning Studies

Develop, conduct, manage and participate in transportation planning studies including corridor studies, access management studies, crossover studies, interchange studies, etc. Determine solutions to transportation problems using transportation modeling programs. Coordinate studies and related activities with appropriate entities. Review and administer RFPs, scope of work, contract and vouchers for annual State Transportation Planning Grants, On-call consultants and Rural Transportation Planning and Multi-modal grants.

Public Inquiries

Respond to public inquiries by phone, e-mail, letter, etc. Attend public hearings for major studies and construction projects. Develop and make presentations to government and civic groups on transportation planning and land development.

Support District PIM Section and Project Development

Coordinate planning efforts with land development, programming and project development activities. Provide recommendations based on highway needs assessments, long range plans and regional studies to be considered for inclusion in the programming process. Provide supporting project documentation such as history of need, traffic forecast, transportation impact, regional social and economic data, land use and local transportation planning efforts.

Minimum Qualifications

• Skill in the use of computers and software applications.

• Experience in transportation planning, urban planning, traffic engineering or civil engineering.

• Experience applying thorough knowledge of federal, state, regional and local transportation planning regulations, policies and requirements.

• Experience using transportation planning and traffic analysis techniques and tools.

• Ability to communicate effectively verbally and in writing with diverse audiences to include government officials.

• Experience reflecting knowledge of project and program management principles and methods.

Additional Considerations

• Certified Planner with American Institute of Certified Planners preferred.

• Progressively responsible experience in transportation planning program and project management.

• Experience working with multi-disciplinary teams and other transportation planning professionals on a wide range of transportation-related issues.
