Job description
Under general direction, performs advanced professional accounting work in the maintenance and review of fiscal records and preparation of financial reports . May exercise technical and functional supervision over the general accounting, accounts payable and accounts receivable functions.
Examples of duties may include, but are not limited to, the following:
- Oversees and performs tasks related to the daily functions of the Finance Department;
- Performs analyses on various accounts as needed for audit and other purposes;
- Monitors expenditure and revenue activity;
- Reviews and maintains financial records for various accounts and funds;
- Participates in the preparation of City revenue and expenditure forecasts;
- Participates in the preparation of mid-year and end-of-year budget documents;
- Participates in formulating, implementing, and administering annual operating budgets, including recommendations for budget adjustments as necessary;
- Prepares various reports and makes recommendations;
- Assists department managers in analyzing and researching variances;
- Monitors existing grant programs for compliance with regulations;
- Builds databases and spreadsheets of financial, budgetary, and other data;
- Coordinates and schedules financial audits;
- Makes adjusting and closing accounting journal entries;
- Participates in the preparation of financial statements;
- Provides courteous and expeditious customer service to the general public and City department staffs;
- Prepares clear, concise, and comprehensive financial analyses and prepares financial reports to illustrate the results of those analyses;
- Maintains detailed asset and depreciation records in accordance with acceptable accounting procedures and internal policies;
- Conducts research and works on special projects as assigned;
- Develops or assists in developing new processes or procedures as deemed necessary; and
- Performs related duties and responsibilities as assigned.
Experience:
- Three years of accounting experience, including two years in a fund accounting environment.
- Supervisory experience desired.
Education:
- Bachelor's degree from an accredited college or university with major course work in financial accounting, financial management, business administration, or a related field. For degrees obtained outside of the U.S., an official equivalency evaluation is required.
Licenses and Certificates:
- Possession of, or the ability to obtain and maintain a valid class California drivers license at the time of appointment.
Special Requirements:
Essential functions and duties require the following physical abilities and work environment:
- Ability to work in a standard office environment; ability to travel to different sites and locations;
- Regularly required to talk or hear. Required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.
- Occasionally required to sit; climb or balance; and stoop, kneel, crouch or crawl.
- The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.
