Job description

This is administrative code work within the City’s licensing and inspection agency in an assigned specialty. Employees in this class are responsible for a variety of administrative projects and activities related to code enforcement. Work includes serving in a liaison capacity and responding to and providing interpretative information pertaining to licensing and inspection policies, procedures, and activities independently. A significant aspect of the work involves contact with associates, public and private officials, contractors, and community groups as well as the general public. Work is performed under the direction of a higher-level technical or administrative superior.

Minimum Requirements

Minimum Training, Education & Experience

The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.

ANTICIPATED ELIGIBILITY
Candidates who meet all eligibility requirements within 6 months of the application deadline will be admitted to this examination. Successful candidates will be placed on the eligible list but may not be hired or promoted until all requirements have been satisfied.



1. CIVIL SERVICE STATUS – Presently employed by the City of Philadelphia with permanent Civil Service status in the Department of Licenses and Inspections with a performance rating of Satisfactory or higher


AND
PERMITS AND LICENSING SPECIALTY:

2. EDUCATION :
Completion of an associate’s degree program at an accredited college or university



AND

3. EXPERIENCE :
Two years of experience as an Administrative Technician in the Customer Care section with responsibility for reviewing applications for permits and licenses in the Department of Licenses and Inspections


OR


Three years of advanced clerical experience in the Customer Care section with responsibility for reviewing applications for permits and licenses in the Department of Licenses and Inspections

NOTES FOR PERMITS AND LICENSING SPECIALTY ONLY :

1. Additional experience in the class listed above may be substituted for the educational requirement on a year-for-year basis.

2. Certification as a Permit Technician by the International Code Council (ICC) can be substituted for one year of the required education or experience.



Physical & Medical Requirements

Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.



Required Licenses & Certifications

Possession of a valid proper class motor vehicle operator’s license as issued by the Commonwealth of Pennsylvania, if required by work assignment.

Candidates MUST submit a copy of their TRANSCRIPT AND CERTIFICATION.


Transcripts MUST indicate conference of the appropriate degree. Candidates with a degree from foreign colleges or universities must submit proof of degree as certified by a professional evaluation service.

ELIGIBLE LIST

DEPARTMENTAL - ONLY PROMOTIONAL – Only a departmental promotional eligible list for the Department of Licenses and Inspections will be established as a result of the examination.


Candidates who pass the exam and are placed on the civil service list will be retained on the list for a minimum of one year and a maximum of two years after the establishment of the Eligible List.





PREFERENCE FOR PHILADELPHIA RESIDENTS :
Candidates who have maintained a bona fide residence in Philadelphia for at least one year prior to the date of the civil service examination shall have priority over all other persons receiving an identical test score. If you have maintained a bona fide residence in Philadelphia for at least one year immediately preceding April 10, 2024, you are eligible to claim residency preference.


Your response to the residency question will be used to determine eligibility for residency preference. Documentation of residence may be required if there is any question as to whether you meet the residency preference requirements.
