SUMMARY:
The Quality Control & Assurance (QCA) Manager inspects and evaluates the work area in accordance with project plans, specifications, and contract documents, reporting deficiencies as appropriate, and elevating issues as needed to ensure safe work practices and quality. The QCA Manager is involved in communicating and interacting as a team member with all trades, manufacturers, suppliers, construction staff, and customer representatives. The QCA Manager leads and documents quality meetings with the project team and/or customers, coordinating all required code and independent inspections and reinforces activities that are in conformance with project-specific standards to achieve desired quality outcomes.
This position is a full-time FLSA exempt position. It requires at least 40 hours per week with the ability to work more if necessary.
ESSENTIAL DUTIES & RESPONSIBILITIES: - Develop a sound knowledge of the project scope and requirements.
- Plan for and conduct a three-phase inspection program to include: Preparatory Meetings and Reports; Initial Phase Inspections and Reports; Follow-up Inspections and Reports; and Final Phase Inspections.
- Ensure compliance with stringent contract and owner quality requirements.
- Implement multiple levels of quality control for various and concurrent trades ensuring all subcontractors are aware of project quality controls.
- Prepare comprehensive, project-specific QC plans.
- Prepare material submittals for A/E and Government review.
- Produce detailed daily reports in electronic format.
- Conduct daily field inspections; verify delivered materials comply with approved submittals.
- Verify and document that all materials/equipment received for the project are in conformance with the approved submittal, are handled and stored appropriately, and are acceptable for use in the project; check for damaged and defective materials and take necessary follow up action.
- Provide review and sign-off of project design deliverables prior to submission to Government entities.
- Provide and review submittals, RFI logs, maintenance logs, and other project related materials in a timely manner.
- Prepare QC punch lists and coordinate punch list completion with subcontractors.
- Clearly document, correct, and re-inspect all non-conformances.
- Perform preparatory meetings per contract requirements.
- Review the as-built drawings to ensure that they are current, and that deviations from the contract drawings are documented.
- Review the Job Site Safety Plan, verify that a hazard analysis has been approved prior to the performance of a specific feature of work during the preparatory phase of control, verify that safety measures are in place during the initial phase of control, and conduct safety inspections during the follow-up phase of control.
- Stop work; reject materials and/or equipment; and direct the removal and replacement of any work not in compliance with contract documents, applicable codes, building standards, and/or established principles of construction engineering, or activities which present life-threatening conditions or damage to the site.
MINIMUM REQUIRMENTS: - Minimum Bachelors degree in Construction Management, Construction Science, Construction Engineering, or a related construction degree; or equivalent years of transferable field experience.
- Current CQC Certification from USACE with 5 years of QC experience as a CQC Manager.
- 5+ years of experience in programs of similar size and scope.
- Current OSHA 30; First Aid/CPR; and USACE Construction Quality Control Management certifications; or ability to obtain within 30 days of hire.
- Familiar with USACE RMS CM and EM-385-1-1.
- Exceptional communication skills (written and verbal); and ability to interact professionally with customers, coworkers, and subcontractors.
- Exceptional organizational and time management skills.
- Proficient with Microsoft Office (Outlook, Excel, Word, PowerPoint, etc.) and Procore.
- Uncompromising commitment to safety.
- Must be able to pass all required contract security requirements.
