Job description

The FEDSIM Compliance Lead is assigned to the FEDSIM Center of Excellence (CoE) in support of FEDSIM opportunities pursued by business units across all Peraton Sectors. The opportunities range from $100M and surpass $1B in total contract value. The compliance lead will support both the acquisition development lifecycle to better improve the overall business outcomes for pre and post award activities. The compliance lead will support business development, capture, proposal development and program execution. Business developments activities will include the identification and integration of the FEDSIM PALT cycle processes, capture and proposals support will include acquisition strategy, reviews, and guidance of developed content to identify, improve and mitigate; strengths, weaknesses, risks, and discrepancies (SWRD), as part of the CoE’s incremental development model. Program execution includes the integration of business process, CDRLS, TDL, TPD, award fee boards and areas to standardize process to improve delivery across all FEDSIM awarded programs.

 

The compliance Lead works closely with the technical SMEs, solution architects and task lead(s) to identify SWRD identified to execute the technical approach. The compliance lead will provide guidance and foundational direction to improve content development, to improve business outcomes. The compliance lead works within an Agile methodology to drive the maturity of content across all the FEDSIM deliverables.

 

Responsibilities

• Responsible for reviewing proposal developed content in identifying and maturing SWRD.
• Work across all Peraton Sectors to improve a continuous delivery model for ongoing FEDSIM opportunities, by identifying best practices to support improved business processes.
• Coordinated with Sector Leaders in the Management and execution of FEDSIM contracts, to improve financial business disciplines in the execution of FEDSIM opportunities.
• Work with the FEDSIM CoE Team to improve the business models used to develop and mature content across FEDSIM pursuits.
• Mentor business leaders on FEDSIM process and GSA begins moving away from FEDSIM and into the Assisted Acquisition Services (AAS) APEX models.
• Support discussion with other GSA FEDSIM leaders in the pursuit of acquisitions.
• Works closely with the solution architects and SMEs on the rationale in determining the labor used to execute the technical solutions/approaches.
• Analyze FEDSIM government furnished information (GFI) (SB RFI, MAD, PWS, eRR, Final RFP, RFQ etc.) in conjunction with other customer requirements and communications, and determine final document structure.
• Develop targeted questions in support of customer one on one, during the FEDSIM PALT process.

Required

• 12 years of experience working in functional role at GSA FEDSIM BS/BA or 10 years with MS/MA. Experience in lieu of education will be considered.
• 3 years of experience working at GSA FEDSIM supporting Business Management functions.
• Experience working to support quality assurance tracking and monitoring develop cost-efficient IT programs in response to government requirements.
• Experience utilizing financial management tools and systems to collect, analyze, review and report on project related financial data.
• Proven communication skills working and ability to work with others in support of FEDSIM acquisition pursuit.
• Ability to work with little direction and handle multiple tasks.
• Must be able to work on site (war room) during proposal delivery when required with a flexible schedule which may include evenings and weekends when required.
• Ability to commute to Herndon / Chantilly / Reston, VA

• Business Manager with Assisted Acquisition organization within GSA performing acquisition, project management and closeout services with government clients.
• Active security clearance
