Job description
PACAF requires an operationally-focused technical Advisory and Assistance Services (A&AS) expert in support of its Combat Training Range(s) and RED FLAG-Alaska programs. The candidate shall provide network and system engineering expertise supporting the Joint Alaska Pacific Range Complex (JPARC) and the RED FLAG-Alaska program. Systems and equipment used to provide warfighter training on JPARC are diverse including computer networks using TENA, DIS, Linux, and Windows applications on virtual machines, cross domain solutions, communications switching systems, cryptographic devices, fiber optic and microwave communications networks transporting multiple protocols, radar and passive detection anti-aircraft threat systems, digital video teleconferencing systems, Live-Virtual-Constructive training system and interconnections, Air Combat Maneuvering Instrumentation (ACMI) / Air Combat Training System (ACTS), tactical data links such a Link-16 and SADL. Key Duties and Responsibilities
- Research, study, determine, and then validate requirements associated with ranges systems and capabilities in regard to air and ground dominance combat training.
- Provide recommendations for maintaining and improving the overall JPARC range and training performance.
- Prepare inputs to Combat Air Forces (CAF) test and training range roadmaps and mission support plans.
- Advise and assist in modernization efforts for all PACAF Combat Training Ranges, to include designing, building, installing,
- integrating, and testing of combat training ranges systems consisting of instrumentation, targets, audio/video/data networks, C2, radio, and data link systems.
- Conduct budgetary analysis to determine project/program costing estimates, and cost-benefit analysis.
- Conduct developmental engineering to include design, install and testing of Live-Monitor, Ground-Air Transmitter/Receiver, and LVC-related Network, hardware and software.
- Assist in review and preparation of technical documents and reports, to include drafting reports and technical papers as assigned.
- Provide advocacy support for PACAFs LVC program, to include briefings and position papers, performing analysis, development of requirements and concepts of operations.
- Travel as necessary to conduct technical assessments, evaluations, site surveys, integration, and other sustainment engineering activities associated with the PACAF ranges.
- Provide live training/range system and subsystem problem identification and resolution.
- Participate in relevant DoD, inter-service, Major Command (MAJCOM)activities and Industry conferences.
Requirements
- Bachelor's degree in electronics or network engineering or closely related field with 3-10 years of experience is required.
- Applicants must be detailed driven while understand the big picture in problem solving and implementing solutions, improvements, and new installations.
- Applicants must be able to occasionally work at remote drive to or fly to sites throughout the JPARC.
- Applicants should have highly developed interpersonal skills permitting productive interaction with technical and non-technical professionals, military members, and exercise participants.
- Will support planning meetings, develop and execute test plans, develop scenarios and ensure system is functional prior to events Extensive experience with Microsoft Office applications is required.
- Applicants must be able to communicate effectively in English, both verbally and in writing.
- U.S. citizenship is required.
Preferred Requirements
- Network engineer with a degree in computer science, informationtechnology, engineering or another computer-related field. Or a networkcertification (Cisco Certified Network Associate, etc)
- Experience with using Test and Training Enabling Network Architecture, and Distributed Interactive Simulation (DIS) protocols.
- Knowledge of threat training systems, to include manned and unmanned simulators, man- portable missile trainers, and various electronic counter measures systems.
- Knowledge of training requirements associated with Air Combat
- Training Systems (ACTS), Ground-to-Air/Air-to-Ground radio systems, along with HAVE QUICK, and Secure communications usage procedures and techniques.
- Knowledge of key aspects of Live-Virtual-Constructive concepts as they relate to combat training; long-range radar and IFF systems.
- Understanding of the Joint Advanced Weapons Scoring System (and itssub-systems), systems range targets and their construction requirements.
- Experience with LINK-16 and Situational Air Data Link (SADL)
- Translation of operational electronic warfare training requirements into exercise design, build, and execution that will support requirements definition for any simulations, scenario generation, mission planning, interactive system requirements and exercise collaboration tools.
- Experience in Department of Defense range operations is desired.
- Experience operating and maintaining DIADS
- Software programming experience using C/C++ or TENA
Secret Clearance
- Applicants must possess, or be able to rapidly obtain and maintain a Department of Defense (DoD) SECRET security clearance. A TOP SECRET clearance is desired.
