Under the administrative direction of the Deputy Director, Division of Legislative Affairs, the incumbent assists the Deputy Director in fulfilling multiple and simultaneous program demands.

Special Requirements
Conflict of Interest
This position is subject to Title 16, section 3830 of the California Code of Regulations, the Department of Consumer Affairs’ Conflict of Interest Regulations. The incumbent is required to submit a Statement of Economic Interests (Form 700) within 30 days of assuming office, annually by April 1, and within 30 days of leaving office.

1. Management – Planning, organizing and directing multiple and simultaneous operational issues, including legislative processes and operations, current policy issues, and trends. Managing professional and technical staff in a fast-paced environment in order to ensure deadlines are met. Providing leadership, supervision, and management accountability for a legislative unit.
2. Legislation – Working collaboratively and effectively on legislation and related matters; interacting with members of the Legislature, other governmental agencies and the general public; advocating for the needs and interests of an entity before the Legislature.
3. Policy Oversight – Analyzing and identifying complex policy issues and developing recommendations, or specific solutions; coordinating with the appropriate entities to provide technical assistance and communicate policy positions to members of the Legislature, other governmental agencies, various stakeholder groups, and members of the general public.
4. Communication – Representing an entity using excellent writing and verbal communication skills to negotiate effectively with a variety of public and private persons and groups in matters of significant political and/or program sensitivity, such as legislative staff, industry representatives, board members and stakeholders. Presenting issues before the Legislature, local government, State Boards or Commissions, various control agencies, other State agencies, stakeholders, and/or the public.
5. Administrative – Coordinating budget, business services, and personnel needs in order to effectively manage a legislative unit, including hiring, training and evaluating professional staff and resolving personnel and performance issues.
