This opportunity is being offered by National Aerospace Solutions, the team selected by the U.S. Air Force to conduct Test and Operations Sustainment at the Arnold Engineering Development Complex (AEDC), Arnold Air Force Base, Tennessee. National Aerospace Solutions is a limited liability company comprised of Bechtel National Inc. (as lead company) and Sierra Lobo Inc. with teaming Subcontractors nLogic Inc. and Chugach Federal Solutions Inc. AEDC operates more than 55 aerodynamic and propulsion wind tunnels, rocket and turbine engine test cells, space environmental chambers, arc heaters, ballistic ranges and other specialized units located in six states. Many of the complex's test units have capabilities unmatched elsewhere in the United States; some are unique in the world. AEDC is one of three installations which are part of the Air Force Test Center (AFTC), one of six subordinate commands of the Air Force Materiel Command organization and an important national resource.
AEDC’s mission is to conduct developmental test and evaluation for the Nation through modeling, simulation, ground, and flight test. Execution of the mission requires a large team of highly qualified and dedicated professionals from multiple technical disciplines to effectively accomplish the objectives of our test customers.
Job Summary:
The successful candidate will function as a Work Planner in the Operations and Maintenance (O&M) function supporting multiple facilities across the respective Mission area within the Model Shop Inside Machinist function. Specific duties may include but are not necessarily limited to the following duties across the Test, Operations, and Sustainment (TOS) contract: building weekly and daily schedules for assigned craft crew, creating job packages for the assigned craft crew, and coordinating with other work management personnel across the site to ensure any collaborative jobs are effectively executed. This function may support planning and scheduling for other crews as needed.
Job Duties:
- Create Job Packages
- Evaluate assigned work orders (that have been identified as needing planning) for their scope, details, and requirements for performing the work (especially reviewing parts drawings and determining what is needed to successfully manufacture/machine these part(s)). This may include work for projects not ready for execution.
- Communicate with requestor, engineer, and other knowledgeable personnel regarding identified work.
- Visit job site and perform necessary walk-down(s) to identify and document all details necessary to develop a detailed job plan. This may involve other knowledgeable personnel as needed.
- Develop detailed job plan packages for use by Craft personnel to improve their safety, efficiency, and effectiveness. In order for these to be ready-to-work jobs by the assigned craft and crew, these job packages should include at a minimum:
- Estimates of crew, craft, man-hours, and time (work duration) to perform work.
- Clear and concise steps to perform work, including identification of any critical steps or any necessary steps to ensure quality of work (level of detail dependent upon work being performed and craft skill level within identified crews and craft groups performing work)
- Tools and equipment, including specialized tools or outside equipment (i.e., forklift, crane, JLG) needed for the work.
- Safety hazards that may be encountered while performing work and any safety-related requirements, including lock-out/tag-out (LOTO), personal protective equipment (PPE), specific safety equipment, special work clearance requirements, etc.
- Material or part requirements, including those normally stocked or needing to be ordered (sufficient level of detail should be given for these material items so that they can be easily ordered or identified)
- Coordination with any crews or personnel outside those for whom work is planned.
- Downtime/outage requirements necessary to gain access to perform work in that facility or on that equipment, and
- Any previously developed instructions, drawings, diagrams, specification, work aids, technical documents, etc.
- Work with craft lead(s), craft superintendent(s), or material controller(s) on appropriate staging of material or parts for the job plan.
- Review actual work against original plan, including communicating with Craft personnel who performed jobs to incorporate ideas that could make jobs better the next time performed.
- Build, Publish, and Status Crew Schedules
- Publish the next week’s schedule that depicts craft resources needed by day for assigned crew(s).
- Coordinate with Work Control Supervisor on schedule priorities for these 2 weeks, including creation of necessary work orders.
- Build the following weeks’ schedules of craft resources for multiple crews (not by day).
- Maintain awareness of outages and/or downtimes that may impact schedules for these 2 weeks.
- Coordinate with Craft Supervisors/Superintendents on availability of personnel for these 2 weeks.
- Coordinate with Craft Supervisors/Superintendents, Craft Leads, and other Craft on work status of scheduled work (completion, need to carry over to next week, need to delay further, etc.).
- Coordinate with Craft Supervisors/Superintendents and Work Control Supervisor for emergency or urgent work that breaks current week’s schedule and document reasons.
- Coordinate with Material Controller(s), Craft Superintendents, and System Engineer(s) on material needs for the next 2 weeks and identify longer lead-time items or “hot” expedited items to the attention of Material Controller(s) and Management.
- Coordinate Outage Requests with Work Control Supervisor, Issuing Official(s), and Integrated Scheduler for work by assigned crew or for assigned systems, including identification of outage impacts, personnel or equipment protection requirements, and support requirements. Complete necessary forms for outage approval, input outage permits in the CMMS, and attend outage coordination meetings to manage planned and ongoing outages.
- Coordinate with the Asset Health Assurance group, System Engineers, Engineering Supervisors, and Work Control Supervisor to provide inputs for the prioritization and forecast of PM completion by assigned crew(s) and/or assigned system(s)
- Evaluate assigned area’s crew scheduling metrics for improvements to schedule and scheduling process.
- Maintain Job Plan Library
- Data mine the AEDC Job Plan Library for existing job plans related to the work being planned and utilize as appropriate to create new job plan packages.
- Post job packages to AEDC Job Plan Library after incorporating improvements from completed jobs.
- Develop job packages to populate AEDC Job Plan Library as requested.
- Participate in Improvement projects related to planning, scheduling, and the overall work management process.
- It is a condition of employment to wear company issued PPE in accordance with supervisory direction and company policy.

Basic Qualifications: - Applicable technical degree/diploma/certificate, or Associates degree in a technical discipline and nine (9) years of progressive and relevant experience or any equivalent combination of applicable education and progressive and relevant experience totaling eleven (11) years.
- Current U S Citizenship required.
Preferred Qualifications: - Applicable technical degree/diploma/craft certificate, or Associates Degree and eleven (11) years of progressive and relevant experience or any equivalent combination of applicable education and progressive and relevant experience totaling thirteen (13) years.
- Experience working in a Machine Shop, especially with reviewing parts drawings and determining what is needed to successfully manufacture/machine these part(s).
- Ability to understand and interpret technical data, including any applicable mechanical, electrical, and/or instrumentation drawings, schematics, diagrams, or blueprints, equipment manuals, specifications, vendor information, technical instructions from engineers, etc.
- Experience and/or knowledge regarding multiple Mission area(s) at AEDC.
- Demonstrated experience in scheduling crews at AEDC (or some other industrial facility).
- Demonstrated experience in planning small or large jobs at AEDC.
- Experience with working with various craft skills and specialized tasks.
- Knowledge of all AEDC craft skill sets, specialized skills, and jurisdictional guidelines as required to perform different work tasks, including any specific skills related to work being planned.
- Knowledge of AEDC industrial work processes, facilities, and equipment.
- Demonstrated knowledge of CMMS, especially with regard to the work order, outage permit, and material parts of the system.
- Demonstrated leadership capability, including leading job execution and/or planning.
- Demonstrated proficiency with PC systems and office software applications, including Email, Microsoft Word, Microsoft Excel, MS Project, Primavera, etc.
- Able to work self-directed with limited daily oversight in performance of Work Planner duties, including working towards specific objectives as requested.
- Demonstrated commitment to safety, teamwork, motivation, and organization.
- Ability to write job plans, reports, business correspondence, and work procedures.
- Ability to communicate clearly and effectively with craft personnel, craft superintendents, planners, schedulers, engineers, vendors, OEM suppliers, management, etc.
- Ability to learn PC systems, office software applications, and CMMS.
- Ability to perform an analysis of the cost (man-hours), best methods, and steps required to perform craft work within a structured budget.
- Ability to learn and apply maintenance and reliability best practices.
