POSITION SUMMARY:

Under the direction of the Senior Management Analyst Supervisor, this position serves as a Crime Intelligence Analyst through the application of analytical research and interpretive skills and techniques, and the use of numerous investigative, intelligence, and informational sources/data bases. This position is responsible for oversight of the multiple projects that support the mission of Enforcement and Investigative Support (EIS). This position provides services to improve community knowledge and engagement regarding sexual offender, career offender and missing persons information within the criminal justice community, non-criminal justice agencies and the public. This position plans and organizes new processes and procedures within the sexual predator mailbox to aid both the public and criminal justice community. This position collaborates with the Policy & Case Analysis Team (PCAT), Offender Registration Data Management (ORDM), and Offender Enforcement & Apprehension (OEA) to ensure compliance with registry. This position works independently and in teams to accomplish objectives established.

DUTIES & RESPONSIBILITIES:

Specific duties include:

• Maintains liaison with the criminal justice community and the public to research, request, analyze, and maintain records and information to support the [email protected] mailbox as a primary lead;
• Queries public and secure databases to research and retrieve court and arrest records, or researches the proper agency to request them from. Uploads any documentation needed to the Sexual Offender/Predator System (SOPS) and verifies information received;
• Compiles and disseminates information to the criminal justice community and the public regarding a person’s requirement to register as a sexual offender or predator, as appropriate;
• Reviews and resolves discrepancies in criminal justice data and notifies supervisor of discrepancies to be corrected;
• Tracks record requests and correspondences to the public and other criminal justice agencies;
• Forwards potential investigative leads and complaints to the local law enforcement office as needed;
• Provides written correspondence to citizens, offenders, and criminal justice agencies when received via mail or fax;
• Provides analytical support to the Unidentified Deceased Initiative when needed; and
• Performs administrative, operational support, and community engagement functions related to the Florida Missing Children’s Day Ceremony (FMCD), the Missing Endangered Persons Information Clearinghouse (MEPIC) Advisory Board and the Florida Missing Children’s Day (FMCD) Foundation.

To be considered as a potential candidate, you must meet the minimum qualifications(s) listed below. Degrees must be from an accredited college or university as recognized by the U.S. Department of Education.

MINIMUM QUALIFICATIONS:

• A bachelor's degree from an accredited college or university.

• Experience in criminal intelligence, military intelligence, national or homeland security intelligence, crime analysis, or in a law enforcement agency can substitute on a year-for-year basis for the required college education.

• Any combination of education or experience, as described above.

• Completion of a 720-hour program of study from a vocational/technical school or accredited community college in law enforcement can substitute for one year of the required education.

Note: 30 semester hours, or equivalent, of coursework from an accredited college or university is equivalent to one year of experience.

KNOWLEDGE, SKILLS & ABILITIES:

• Knowledge of the basic principles and practices of law enforcement and the criminal justice system;
• Knowledge of law enforcement telecommunications systems;
• Knowledge of report writing techniques;
• Knowledge of research and intelligence analysis techniques;
• Ability to establish and maintain effective working relationships with others;
• Ability to report and communicate information clearly, concisely and accurately, both verbally and in writing;
• Ability to determine work priorities and insure proper completion of assignments;
• Ability to operate personal computers and networked communications systems; and
• Ability to analyze, interpret and summarize criminal intelligence data.

BASE SALARY:

Crime Intelligence Analyst I

$40,000 – Bachelor’s degree*

Crime Intelligence Analyst II

$43,000 – Bachelor’s degree* and one year of analytical** experience.

Senior Crime Intelligence Analyst I

$45,000 – Bachelor’s degree* and three years of analytical** experience.

Senior Crime Intelligence Analyst II

$54,000 – Bachelor’s degree* and five years of analytical** experience.

• A master’s degree in criminology, law enforcement intelligence analysis, national or homeland security intelligence, crime analysis or comparable discipline; or a professional certificate in one of these disciplines can substitute for one year of experience.

**Analytical experience may be substituted for the bachelor’s degree on a year- for-year basis. Analytical experience must be in the fields of: criminal intelligence, military intelligence, crime analysis or investigative experience in a law enforcement agency.

NOTES:

The elements of this selection process may include a work sample and/or interview. Future vacancies may be filled from this position advertisement.

SPECIAL NOTES:

• Preference will be given to candidates demonstrating strong skills in critical thinking; analytical research and interpretation; developing and delivering presentations and training to internal FDLE members, as well as, other law enforcement agencies throughout Florida. Applicants should possess excellent multi-tasking skills.
• As a member of a law enforcement agency, during any critical incident or disaster (both natural and man-made), these positions may be designated as an essential service position for a given period. During this time, you may be required to work after normal business hours, during office closures, or during weekends and/or holidays when needed.
• This Crime Intelligence Analyst position is included in the Florida Department of Law Enforcement Crime Intelligence Analyst Progression Plan. The plan provides professional development training and advancement opportunities to enhance FDLE’s investigative strategy and promote development within the crime analysis field.
• This position may require limited travel.
