Job description
The Procurement Manager is responsible for all services associated with purchasing for Springfield Clinic. This includes knowledge and expertise in supply channels and EDI (electronic data interfaces) transactions. Responsible for all phases of procurement connected with the Springfield Clinic services, equipment, and inventory supply. Accountable for leading a team of subject matter experts in procurement. Provides guidance and supervision to purchasing department employees.

Reports to the Senior Director of Supply Chain
Principal Responsibilities
- Acts as liaison on behalf of the Senior Director Supply Chain with vendors on all things related to supply chain; pricing, supply channels, in-out bound shipping, secondary and tertiary products to support clinical and operational needs of the organization.
- Establish and maintain supplier relationships and ship-tos for all areas to include credentialing.
- Manage all Procurement department activities related to the implementation and maintenance of systems (Oracle Cloud, RfSmart, Lynx, etc.) within the department and end user areas.
- Act as the primary liaison to the Senior Director, Supply Chain, Accounting, and Information Services for Procurement systems being utilized by Springfield Clinic
- Manage Oracle platform and Inventory systems as an enhanced reporting tools for other department's Director and end-users
- Manage data collection, analysis, interpretation, integration and reporting processes via Oracle and other systems to track overall spend in different product categories.
- Responsible for ensuring all requisitioners within the organization are trained in Oracle.
- Manage price and market research activities in all areas to ensure that Springfield Clinic is receiving the best pricing consistent with established standards.
- Ensure all purchasing activities are carried out efficiently, within budget and ethically with supplier relations devoid of any practices which could be deemed questionable business conduct.
- Embrace and lead the department on continuous improvement efforts with people, process and technology.
- Tracks capital purchases against the annualized capital budgets for C-Suite
- Thoroughly knowledgeable of all goods and service needs for Operations (clinical and non-clinical)
- Implement and maintain an effective preventive and expediting process to ensure on-time deliveries, and taking corrective action to source backordered, discontinued, or allocated products.
- Recommend improvements and develops KPIs, policies/procedures, metrics regarding procurement operations.
- Frequently called upon to act as the functional subject matter expert for Supply Chain with leadership to include giving presentation to all new hires for the organization.
- Coordinates with Quality Management and end users to ensure all required FDA recall actions are completed in accordance with recall notifications.
- Works with accounts payable and end users to ensure that all order exceptions are addressed, and invoices are paid in a timely manner.
- Performs annual merit reviews for procurement staff.
- Conducts interviews and hires procurement staff.
- Comply with the Springfield Clinic incident reporting policy and procedures.
- Adhere to all OSHA and Springfield Clinic training & accomplishments as required per policy.
- Provide excellent customer service and adhere to Springfield Clinic's Code of Conduct and Ethics Standards
- Perform other job duties as assigned.
Education/Experience
- Bachelor's degree in business or a related area required.
- Minimum of 3 years' experience in supply chain preferred.
- Three to five (3-5) years of management experience preferred.
- Knowledge of medical products is preferred.
- CMRP preferred
- CMRP completion within in one year will be required if candidate does not have.
Knowledge, Skills and Abilities
- Excellent organizational skills required.
- Computer skills with a focus on Purchasing and Inventory
- Microsoft Office software skills also required (All Office Suite applications)
- Efficient in Microsoft Excel
- Possess the ability to work with internal and external personnel and suppliers in an effective and professional manner.
- Capable of working under stress while providing high-quality service
- Must be a self-starter with the ability to solve problems and make independent decisions.
