Position Title: Accountant II Contracts
Division: Fiscal Operations
Union: Teachers/Teamsters
Location: Springfield, Illinois
Salary: $62,400 - Pursuant Teachers/Teamsters Collective Bargaining Agreement
Position Summary : The Accountant II position is a professional accounting position that is responsible for contracts and obligations, voucher processing, preparation of financial reports, Court of Claims filings, and reconciling Treasurer's Office reports to Comptroller's Office records. This position is responsible for ensuring accurate recording and reporting of financial transactions and ensuring that accounting activities are in accordance with established legal, regulatory, and organizational procedures. Attendance is an essential function of this position.
Duties and Responsibilities: - Inputs contracts into Accounting system and files necessary contractual obligation documents with the Comptroller's Office
- Serves in the accounts payable function, including but not limited to, the preparation of vouchers and late payment interest penalty; also monitors payments of obligations to ensure that payments are made in accordance with their applicable agreements
- Transmits payment vouchers to Comptroller
- Monitors obligation balances in Comptroller’s SUSF system
- Reviews and prepares information for Court of Claims filings
- Assists in reconciliation of Treasurer's Office reports to Comptroller's Office records related to obligations and accounts payable functions
- Processes documents necessary for corrections related to expenditures, obligations, or EATs
- Processes signature authorization cards and files with the Comptroller’s Office
- Prepares the Debt Transparency Report
- Creates and maintains detailed procedure manual for all job functions related to the position
- Responds to contract and payment status inquiries
- Provides back-up to other Fiscal Operations staff as needed
- Performs special projects as requested
- Investigates unique problems or issues involving Fiscal Operations and makes necessary recommendations to facilitate resolution
- Performs other duties as assigned or required which are reasonably related to the duties enumerated above

Education and Work Experience: Bachelor’s Degree in Accounting or any other related field; three (3) or more years of experience in government accounting, and experience working with contracts and SAP; OR any equivalent combination of experience and training that provides the required knowledge, skills and abilities to carry out the duties of the position.
