Job description
SCOPE: This position is responsible for ensuring proper performance for effective procurement and contracting, ensuring compliance with the terms of contracts, and safeguarding the interests of the agency in its contractual relationships. This position reports directly to the VP of Finance and Administration.
ESSENTIAL DUTIES AND RESPONSIBILITIES: The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required.
Procurement: - Implement and maintain policy, procedure, bid documents and other related documentation to maintain proper and consistent control of the contracting function.
- Issue solicitations, process award of contracts, monitor contracts and communicate necessary information.
- Completely responsible for the solicitation process including as necessary the performance of market analysis, compilation of bidder's lists, serving as the point of contact for all questions during procurement. Responsible or evaluation of bids, conducting pre-award surveys, and providing overview on selection of teams for proposal evaluation. Review proposals and bids and make decisions relative to "responsibleness" and "responsiveness" of offers. Ensure that all contractors receive impartial, fair, and equitable treatment.
- Ensure compliance with Federal and State law, Executive Orders, and other regulatory requirements.
- Oversee the planning, budgeting, and scheduling for procurement, assignment, servicing and replacement of all CMHA vehicles.
- Review scopes of work to compare to internal cost estimates and confirm procurement methodology.
- Develop and maintain working relationship with CMHA departments, HUD office and/or professional and trade organizations for contractual assistance purposes.
- Promote CMHA’s efforts in diversity and inclusion with regard to procurement practices.
- Maintain organizational procurement capacity by providing training and support to staff with regard to procurement processes.
- Provide operational support and advice to management and staff in relation to procurement, contracting and contactor management.
- Preparation of reports and presentations to management as required.
- Oversee the activities of personnel within the Purchasing and Procurement departments; interview, approve leave, recommend hiring/discipline and administer policy in accordance with CMHA personnel policies and procedures.
- Receive and analyze bids and proposals.
- Review bids and proposals for conformity to contract requirements.
- Work with functional department directors and managers to evaluate bids and proposals and negotiate contracts.
- Monitor compliance with other programs as necessary.
- Perform additional duties as assigned.
Purchasing:
- Oversee the activities of personnel engaged in Purchasing for CMHA.
- Monitor the fixed assets audit for the entire agency.
- Ensure all procedures for CMHA's Fixed Asset Policy is enforced.
- Oversee the mail carrier services for the agency.
Facilities:
- Oversee the facilities maintenance associated with CMHA’s Central Office and Campus facilities.
- Oversee the proper prioritization, scheduling, coordination, and execution of work associated with CMHA facilities while working to support the control of costs and adding value where necessary.
- Oversee the development, planning, and implementing/executing/coordinating maintenance programs associated with CMHA’s facility and facility’s equipment inventory.
- Oversee the coordination of maintenance activities and scheduled required repairs and replacement work accordingly.
- Oversee the development of yearly operating budgets associated with facility management projects.
- Track billable time; assemble billable time for department and provide report to Finance for invoicing.
- Perform additional duties as assigned.
QUALIFICATIONS:
To perform this job successfully, an individual must be able to perform each competency satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
DESIRED QUALIFICATIONS: - Demonstrated knowledge of purchasing practices and policies including laws and regulations governing public procurement.
- Excellent analytical and organizational skills.
- Ability to work under pressure and meet competing deadlines.
- Demonstrated knowledge and understanding of auditing principles and procedures.
- Strong verbal and written communication skills are necessary.
- Demonstrated advanced proficiency in computerized business applications, including but not limited to Word, Excel, and PowerPoint.
- Familiarity with public housing, HUD regulations is a plus but not required.
EDUCATION/EXPERIENCE/CERTIFICATIONS:
- Bachelors Degree (in Business or Purchasing is preferred), however, other quantative degrees will be considered.
- Minimum of ten (10) years’ experience in contract management, and/or procurement.
- Five (5) years supervisory experience.
- Experience in planning, organizing, prioritizing and coordinating work in a changing environment.
- Experience in working with vendors is required.
- Experience with Inventory Management Systems implementation preferred.
