Financial Analyst, Dallas, TX

GENERAL SUMMARY
Under general direction of the Assistant Vice President Project Controls, supervises and performs professional-level compliance work. Ensures that compliance reviews address areas of concern relative to the goals, performance objectives and impact of a variety of financial and managerial controls on capital development in conformance with departmental and Airport Board policies, procedures and goals.

PRINCIPAL DUTIES AND RESPONSIBILITIES
1. Supervises all phases of performance auditing and reviews; estimates resource needs; schedules and performs work to meet completion dates.
2. Ensures maintenance of high department standards by review of current records and recommends changes for improved documentation, provides a review of project and program reporting and recommends changes to assure complete reporting in a professional manner.
3. Develops hypotheses or accounting and statistical tests to determine if desired program results and benefits are being achieved; reviews a variety of complex financial records, procedures and processes.
4. Reviews processes and all record keeping to assure adequate project controls are in place which meet industry standards.
5. Confers and coordinates with other Board departments regarding procedures and processes and identifies unnecessary steps and/or additional value added processes.
6. Identifies and analyzes causes of uneconomic and inefficient practices on assigned projects such as financial/operational reviews; assesses alternatives which might yield desired results.
7. Evaluates content and edits report drafts; ensures appropriate documentation exists or is being developed.
8. Performs contract financial audits on professional services and construction contracts to verify that payments are adequately supported and in compliance with contract terms.
9. Presents findings and recommendations concerning program improvements to Manager, Project Administration.
10. Analyzes information systems and procedure to assess adequacy of control of information to provide for useful cost-effective data collection.
