Job description
About Harris County Community Services Department:
This office is focused on addressing the housing, infrastructure and public service needs of the low to moderate-income community in Harris County. This is accomplished through a process of securing and managing grants from the U.S. Office of Housing and Urban Development (HUD) and partnerships with other government and non-profit agencies, resulting in a variety of programs, projects, and services.
Chief of Staff Overview:
Provides program and management support to the Division on behalf of the Director. Performs a variety of program tasks that may be highly confidential and sensitive.
Duties & Responsibilities:
Serve as the right-hand person to the Executive Director, providing support in all areas as needed
Manage relationships with other CSD business units and Harris County departments as well as external organizations such as other governmental agencies, community groups, and businesses
Prepare reports on department performance, identifying problems and recommending solutions to management
Serve as a liaison between the department and other organizations within the company, including human resources, accounting, and finance departments
Ensure staff have access to resources they need to perform their jobs effectively, such as training opportunities, data tools, and equipment
Coordinate with other departments to ensure effective use of resources and to avoid overlap of duties or services
Serve as a liaison between the Executive Director and other members of the senior team, relaying information and updates as needed
Help plan and coordinate events and meetings hosted by the Executive Director, including preparing agendas, arranging logistics, and taking minutes
Prepare correspondence on behalf of the Executive Director, including emails, memos, project reports, and letters
Conduct research and compile data as requested by the Executive Director, Prepare routine project reports, and updates as necessary
Train and supervise staff and interns working in the office of the Executive Director
Manage the Executive Director’s calendar, schedule appointments, and make travel arrangements as needed
Provide feedback and recommendations to the Executive Director on ways to improve efficiency and effectiveness across the department
Manage project timelines and coordinate critical project deadlines
Other duties as assigned.

Education:
Master’s Degree in Public Administration, Business Administration, Social Science or related field.
Experience:
Excellent project management and administrative skills with at least (5) years of progressive professional experience is required.
Licensure:
Valid Driver's License (Texas upon hire)
Knowledge, Skills & Abilities:
Knowledge of government operations and programs, municipal budget principles, and policies and guidelines of the U.S. Department of Housing and Urban Development.
Practical experience in social services, community development, housing or related project management and administration.
Strong communication skills, spoken, written, and presentational, are required, including the ability to produce a variety of written reports in a clear and concise manner.
Must be able to operate all general office equipment accurately and efficiently.
Must possess good judgment and demonstrate a professional demeanor at all times

Experience:
Direct experience supporting a Senior Level Executive is preferred.
Fully proficient computer skills including internet searching and the use of Microsoft Office Suite, to include Word, Outlook, PowerPoint, Publisher, Excel, and Access.
Working knowledge of Project and Acrobat is preferred.
Position Type, and Typical Hours of Work:
Full-Time
Monday Friday | 8 a.m. 5 p.m. (weekends if necessary)
Work Environment:
The work is primarily sedentary with occasional required travel to training events or meetings.
The job is performed in a professional office environment. No special safety precautions are required.
Physical Demands:
This is primarily a sedentary role; however, working with files is required.
This would require the ability to lift up to 10 pounds and bend and stand as necessary.
Employment may be contingent on passing a drug screen and meeting other standards.
