Job description

The Revenue Requirements and Cost Recovery department, within the Finance organization, serves as a cornerstone in financial analysis, modeling, and cost recovery efforts. Our mission is to provide invaluable financial insights and regulatory expertise to both PG&E and our customers. With a focus on meticulous forecasting, regulatory proposals, and testimony, we facilitate the timely recovery of approximately $20 billion in costs annually across various regulatory jurisdictions. Engaging in robust financial modeling and strategic analysis, our team fosters informed decision-making across PG&E and maintains pivotal relationships with regulatory bodies such as CPUC and FERC, as well as other external stakeholders.

Position Summary:

As the Manager, you will lead a dynamic team responsible for analyzing and recovering expense costs across PG&E's multi-jurisdictional utility operations. Working in tandem with functional area leaders and witnesses, you'll spearhead the development of financial costs for regulatory filings, settlement negotiations, and strategic business decision-making. Upholding standards and guidelines for financial data submission, you'll ensure alignment with PG&E's objectives, regulatory timelines, and strategic vision. Key regulatory proceedings you'll navigate include the General Rate Case (GRC), Electric Transmission Owner case, and various incremental filings such as Wildfire Mitigation Cost Recovery applications.

Your role may entail serving as a witness, testifying, and responding to discovery requests on matters of moderate to high complexity. Visibility is paramount, as you'll collaborate cross-functionally with PG&E's regulatory case management teams, legal entities, and business functions to facilitate enterprise-level rate case forecasting and cost recovery proposals.

Driving continuous improvement in business processes and providing leadership support through effective supervision and coaching are integral aspects of this role.

This position offers hybrid work arrangements, allowing for remote office work with occasional in-person presence at the Oakland General Office as business needs dictate.

Compensation:

PG&E provides a competitive salary range tailored to the local job market, reflecting factors such as skills, education, experience, and geographic location. Additionally, this role is eligible for participation in PG&E's discretionary incentive compensation programs.

Salary Range (Bay Area):

- Minimum: $129,000
- Maximum: $207,000

Job Responsibilities:

- Lead a team to support expense cost recovery and analysis throughout all phases of regulatory proceedings.
- Collaborate closely with regulatory leadership and business partners to support various regulatory filings.
- Provide strategic financial advice on cost recovery and revenue requirements forecast, particularly concerning Administrative and General expenses, and Operations and Maintenance programs.
- Lead analysis of spending profiles and cost categories, collaborating with business partners to incorporate financial-related variables.
- Develop and review expense revenue requirement calculations, establish tool validation requirements, and review financial model results.
- Lead the development and documentation of GRC regulatory funding values by expense program.
- Initiate and lead cross-functional continuous improvement projects.
- Serve as a witness in regulatory proceedings, applying subject matter expertise in strategy development and issue resolution.
- Develop cross-training programs for knowledge transfer and coach team members.
- Manage business priorities effectively in a fast-paced environment and deliver timely solutions.
- Build and maintain productive relationships throughout the organization and with external stakeholders.

Qualifications:

Minimum:

- Bachelor's degree in Business, Economics, Finance, Engineering, or related discipline, or equivalent experience.
- 8 years of related experience.
- 3 years of experience leading projects and/or supervising teams.

- Understanding of utility revenue requirements, cost of service ratemaking, and California regulatory landscape.

- Expertise in cost allocation, rate policy development, and regulatory accounting.
