Job Duties

The Virginia Department of Transportation’s (VDOT) is excited to offer and announce a competitive opportunity to serve as a Travel Demand Modeler in the Central Office’s Transportation & Mobility Planning Division.

The selected candidate will provide expertise, recommendations for resolution of project issues, communicating with internal VDOT staff, local government staff, consultants, citizens and FHWA regarding transportation projects and programs. Assisting with the development, implementation and monitoring of policies, procedures, guidance and practices for travel demand projects and programs.

This challenging and rewarding position’s specific responsibilities and duties will include, but are not limited to:

• Ensuring that planning deliverables meet accepted standards, are integrated and institutionalized in project development and can be clearly communicated throughout the agency.
• Organizing work and monitor work tasks such that projects and documentation are completed within schedule using VDOT's standards, policies and procedures.
• Lead the development, calibration, and validation of travel demand models for MPOs,
• Collaborate with cross-functional teams to apply travel demand modeling into transportation planning projects analysis.
• Conduct data analysis, statistical modeling, and forecasting to support transportation planning efforts.
• Stay abreast of industry trends and best practices in travel demand modeling and contribute to the continuous improvement of modeling methodologies.
• Mentor and guide junior modelers in their professional development.
• Conduct technical analyses of the transportation system, report on performance , identify deficiencies, propose recommendations and test alternatives.
• Perform special studies and projects as assigned, including project prioritization, GIS and arterial management plans.
• Work with management and leadership to strategically identify and prioritize needed business processes.
•Collect, analyze and process data and information. Develop written reports, recommendations, and solutions that are technically accurate and compliant. Prepare business correspondence and technical letters with recommendations for suggested corrective measures as a result of studies. Prepare or present formal presentations for VDOT staff, or other organizations.

Minimum Qualifications

• Knowledge of transportation engineering, urban planning and related field.
• Extensive experience in travel demand modeling, with a proven track record of successful travel demand model development delivery.
• Ability to research, analyze, and prepare technical reports and project correspondence.
• Ability to communicate effectively orally and in writing with diverse audiences and to make presentations and conduct meetings.
• Strong analytical and problem-solving skills, with the ability to interpret complex data sets.
• Proficiency in industry-standard travel demand model software such as CUBE or TransCAD.
• Excellent communication and interpersonal skills, with the ability to present findings to both technical and non-technical audiences.
• Ability to apply advanced engineering principles and practices to a variety of complex transportation projects.
• Knowledge of project management processes.
• Skill and ability to positively interact with employees, citizens and government officials.
k• Proficiency to use ArcGIS.
• Ability to read and interpret plans, contracts, specifications and regulations.
• Ability to plan, coordinate and manage multiple, concurrent assignments.
• Ability to develop effective working relationships at all organizational levels, both internally and externally.

Additional Considerations

• Valid Professional Engineer’s (PE) License in Virginia, or have the ability to transfer current PE license in other state to Virginia in six months of employment.
• Certified Planner with American Institute of Certified Planners (AICP).
• Experience in software such as Highway Capacity Software, VISSIM, CORSIM, and ArcGIS with advanced statistical knowledge.
• Extensive knowledge of traffic engineering analysis and the development of performance measures.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
