SAIC is seeking a motivated, dedicated and energetic Senior Program Control Analyst (PCA) to support programs within the DHS account of SAIC's Defense & Civilian Sector. The qualified applicant should be well versed in multiple program types (CPAF, CPFF, LOE, FPLOE, FFP, T&M, IDIQs, etc.) with varying degrees of complexity. The position will report to the Program Control Manager and candidates should have proven experience across financial planning and analysis, project planning and control, variance analysis, and a background in Federal procurement. 

This position is 100% remote nationwide.

Typical Responsibilities: 

· Interface with program managers, SAIC’s finance, accounting, contracts, subcontracts, and procurement organizations, as well as external customers on a daily basis to address operational issues in a timely and effective manner

· Support cash flow improvement initiatives by maintaining detailed, complex invoice backup reports that drive customer invoice approvals

· Preparation of financial deliverables and internal/external reports to include invoicing backup

· Support development of Annual Operating Plan (AOP), quarterly forecasts, monthly latest revised estimates (LREs), and Estimates At Complete (EACs)

· Participate in the development of budgets (spend plans) for assigned programs and perform financial analysis on funding profiles and program financial variances

· Conducts cost, schedule, and contract performance variance analysis

· Submit and maintain purchase requisitions for subcontractors, consultants, and materials; monitoring subcontractor’s cost and review/approve of invoices

· Support other programmatic ad hoc requests, as needed. 

Qualifications

Required Education & Qualifications:

· Bachelor’s Degree from an accredited institution in a Finance or Accounting discipline with six (6) years or more of relevant experience in federal government contracting, or Master's Degree and four (4) years of experience

· U.S. Citizenship is required

· Ability to obtain and maintain required clearances

· Must be well versed in MS tools (Excel, Outlook, Word, PowerPoint etc.) to include advanced Excel skills including VLOOKUPS, XLOOKUPS and pivot tables.

· Candidates must possess an understanding of financial management as it relates to funding, revenue, cost, profit, Accounts Receivable, subcontracts and purchase orders.

· Must be analytical, possess excellent communication, presentation skills and have the ability to work independently and as a member of a team.

· Must be experienced working in a fast-paced environment where multiple projects and deliverables are being worked simultaneously. Ability to communicate effectively and meet deadlines.

· Ability to organize in order to effectively manage action items. Self-motivation and critical thinking to be able to research an issue and find a solution.

· Ability to prioritize and work with supervision, be persistent in follow-through

· Must be able to multi-task and support program with efficiency and accuracy 

Desired Qualifications: 

· Strong knowledge of Costpoint and Cognos

· Knowledge of and experience with Earn Value Management (EVM) language and methodologies
