GENERAL RESPONSIBILITIES:
The position of Director of Department of Emergency Communications is a professional, administrative and supervisory position. The position is responsible for performance of administrative and management duties involving planning, organizing, directing and evaluating the functions performed by the Emergency Communications Center. The Emergency Communications Center Director is responsible for providing supervision and direction to all emergency communications personnel. Policy review and strategic level decisions will be provided to the Director of Emergency Communications through the Governing Board. The director of emergency communications will receive day-to-day supervision from within the Division of Emergency Services.
ESSENTIAL TASKS:

- Direct, plan and coordinate the functions and operations of the Emergency Communications
Evaluates existing and proposed communications procedures and equipment and makes recommendations regarding their adoption, modification
- Responsible for investigation, evaluation and application of all policies and procedures as they relate to County’s policies and procedures manual within the Department of Communications.
Responsible for evaluating and making recommendations to the Governing Board specific to the centers administration, operations and any requirements
- Keep and maintain records of all phases of the operation in the Emergency Communications Center, including confidential personnel records and files.
- Maintain current, accurate and applicable Standard Operating Procedures for all phases of operation in the Emergency Communications Center.
Perform participate in all phases of staff and management development, including training staff to meet
- exceed internal and external job performance requirements.
- Compile, prepare and distribute periodic reports concerning the receipt and handling of all calls processed through the Emergency Communications Center.
- Assure that all operations and equipment of the Emergency Communications Center meet FCC regulations as well as other federal, state and local laws.
- Develop and execute public relations programs, including training for emergency services personnel on the use of radio equipment and procedures.
- Develop and administer the department’s operating and capital
- Through workshops, conferences, publications and other means, maintain a working knowledge of current technologies, equipment, codes, certification requirements and other areas pertinent to the department
- Perform other related duties as
QUALIFICATIONS AND REQUIREMENTS:
A comparable amount of training and experience may be substituted for the minimum qualifications.
Bachelor’s degree from an accredited college university with a major course work in business administration, public administration
- Extensive experience in public safety emergency communications with at least five years of experience at the supervisory level.
- Completion of National and State certification for Emergency Medical, Emergency Police and Fire Dispatch
- State Tele-Communicator Certification (within 2 years of appointment).
- National Tele-Communicator Certification (within 2 years of appointment).
- Working knowledge of National Incident Management System (IMS/ICS) and valid certification in cardiopulmonary resuscitation/AED.
- Extensive knowledge of local, state and national laws and standards as they apply to the field of public safety emergency communications.
- Working knowledge of Washington County geography and surrounding
- Extensive knowledge of current communications equipment including conventional and trunked radio systems and digital communications equipment.
- Proficient in use of computer applications (spreadsheets, word processing, Email, )
- Ability to effectively analyze technical data, to write and maintain complex financial records, research and prepare reports relating to public safety communications and operations.
- Knowledge of organizational and personnel management, with ability to effectively supervise and direct the work of others.
- Ability to effectively supervise and direct the work performance of subordinate supervisors and support staff
- Ability to establish and maintain effective working relationships with advisory groups, volunteers, commissions, elected officials, media, public and organized labor groups.
- Strong and effective spoken and written (English) communications skills, including public
PHYSICAL REQUIREMENTS:
Regular and consistent attendance is required. Work is typically performed in an office environment, but some fieldwork may be necessary; may involve hearing voice conversation, keyboarding, lifting to 14 pounds, reaching, sitting, standing and walking. Must have the use of sensory skills to effectively communicate and interact with other employees and the public using telephone and personal contact as normally defined by the ability to see, read, hear, handle feel objects and related equipment, such as, but not limited to personal computer, calculator, copier, fax machine, radio console, etc.
SPECIAL REQUIREMENETS:
- Possession of valid driver’s license in the State of
- Available for varied work hours as needed and available for on-call basis for emergency
- Must reside within Washington County,
