LAND SURVEYOR TECHNICIAN I OR II

Starting Pay Range Land Surveyor Technician I: $22.06 - $29.43 per hour

Starting Pay Range Land Surveyor Technician II: $24.90 - $33.47 per hour

37.5 Hours per Week

This position offers a Trainee Status* at the following pay rates:

$21.21 per hour - Land Surveyor Technician I

$23.86 per hour - Land Surveyor Technician II

* Candidates hired at a Trainee Status must meet minimum qualifications within one (1) year of hire date



The State of New Hampshire, Department of Transportation, Bureau of Right-Of-Way has a full-time vacancy for a Land Surveyor Technician I or II.

SUMMARY :



Land Surveyor Technician I: Performs surveying support functions under the supervision of the licensed land surveyor related to the planning, project development and/or maintenance of transportation facilities, and provides right-of-way information in response to inquiries.

Land Surveyor Technician II: Performs semi-professional surveying functions under the supervision of a licensed land surveyor related to the planning, project development and/or maintenance of transportation structures and facilities, and to provide right-of-way information in response to inquiries.

18 Months of additional relevant experience = Associate's degree

36 Months of additional relevant experience = Bachelor's degree

MINIMUM QUALIFICATIONS:

Land Surveyor Technician I

Education: Bachelor's degree from an accredited institute of higher education with a major study in land surveying, civil technologies, forestry, engineering, geography, or related field.



Experience: Three (3) years of experience in land surveying, engineering, mapping, right-of-way research, or related field.

OR

Education: Associate’s degree from an accredited institute of higher education with a major study in land surveying, civil technologies, forestry, engineering, geography, or related field.

Experience: Five (5) years of experience in land surveying, engineering, mapping, right-of-way research, or related field.

License/Certification: Must possess a valid New Hampshire driver’s license and/or have access to transportation for statewide travel. The applicant’s Motor Vehicle Record (MVR) must meet the minimum standards as established by the hiring agency. Must attain a Surveyor in Training Certificate within the first twelve (12) months of appointment to position.

Land Surveyor Technician II

Education: Bachelor’s degree from an accredited institute of higher education with a major study in land surveying, civil technologies, forestry, engineering, geography, or a related field.

Experience: Four (4) years of experience in land surveying, engineering, mapping, right-of-way research, or related field.

OR

Education : Associate’s degree from an accredited institute of higher education with a major study in land surveying, civil technologies, forestry, engineering, geography, or related field.

Experience: Six (6) years of experience in land surveying, engineering, mapping, right-of-way research, or related field.

License/Certification: Must possess a valid New Hampshire driver’s license and/or have access to transportation for statewide travel. The applicant’s Motor Vehicle Record (MVR) must meet the minimum standards as established by the hiring agency. Must possess a Surveyor in Training Certificate.



SPECIAL REQUIREMENTS:

Land Surveyor Technician I

All accountabilities must be performed in accordance with State and Department rules and policies, including risk management, safety and environmental standards, regulations and administrative orders.

Land Surveyor Technician II

All accountabilities must be performed in accordance with State and Department rules and policies, including risk management, safety and environmental standards, regulations and administrative orders.

For promotion from Land Surveyor Technician I, labor grade 20 to Land Surveyor Technician II, labor grade 22, employees must:

Have obtained a satisfactory annual performance evaluation as a Land Surveyor Technician I.



RESPONSIBILITIES

Land Surveyor Technician I

Determines and defines existing property boundaries, right-of-ways and easements for State highway projects.

Prepares and provides documents attesting to the legal width, location and ownership of State highways for land surveyors, attorneys and general public.

Identifies information discrepancies and conflicts for right-of-way disputes and encroachments involving State highways.

Uses current field survey data and boundary locations for reestablishment of past right-of-way legacy alignments. Reviews past survey field notes and as-built plans to define control of survey.

Researches historical road layouts, Commissioner’s Returns of Layout and Right-of-Way plans to define the limits of the existing right-of-way.

Computes and adjusts survey and construction alignments for the use in right-of-way projects.

Analyzes legal descriptions in deeds to produce a detailed plan of existing property boundaries, easements and highway right-of-way using CAD/D software.

Reviews draft deeds prepared by others for correctness and accuracy.

Evaluates conflicting or vague data.

Reconciles information from physical evidence, landowners and historical records.

Provides right-of way records, As-Built plans and recorded boundary plans for survey crew use in locating existing boundary monuments.

Develops plans for each parcel in condemnation proceedings for recording at the county registry of deeds to fulfill a statutory requirement. May be required to prepare right of way registry plans.

Land Surveyor Technician II

Independently researches and prepares reports to provide documentation attesting to the legal width, location and ownership of State highways. Analyses legal descriptions in title documents to produce plans showing highway rights-of way and property lines and easement locations using CAD/D and survey software.

Researches historical road layouts, Commissioner’s Returns of Layouts and right-of-way plans to define limits of existing right-of-way for state projects and outside requests.

Develops right-of-way plans documenting this research.

Checks new right-of-way plans prepared by others for the correctness of their depiction of existing right-of-way lines and information.

Independently develops an exhibit sketch for each property in condemnation proceedings to fulfill a statute requirement and for recording at the Registry of Deeds.

Conducts field inspections and surveys as required.

Develops existing right-of-way line drawing for new highway and bridge projects using layout alignments, right-of-way research and other sources, and develops survey request for supplemental detail as needed.

Checks existing right-of-way text drawings with land ownership information, highway labeling, abstracting notes and right-of-way source notes.

Approves deeds prepared by others in the bureau for correctness and accuracy, may be required to supervise and train new employees as well as interns.

Develops layout alignments for approval by the Department’s Licensed Land Surveyor. Prepares Registry Plans under the supervision of a licensed land surveyor in accordance with NH Plat law, RSA 478:1a.
