Biweekly Rate of Pay: $1,420.00 (In accordance with current spending restrictions, an internal promotion into the position will be filled at the minimum of the pay grade or up to 5% of the employee's current rate, whichever is higher).

 

Description:

This position performs professional work in the Bureau of Finance and Accounting in the Disbursement Contract Unit. The incumbent in this position is considered to have regulatory responsibilites and is subject to the provisions of Chapter 60K-15, Florida Administrative Code. Responsible for the auditing of contractual service, grant, third-party medical, and lease invoices.

 

Duties and Responsibilities:

Auditing invoices against information in Florida Accountability Contract Tracking System (FACTS) and Contract Tracking System (CTS).

Daily assembly of vouchers using Image API imaging software (Axiom Pro).

Daily input of invoices, journal transfers, adjustments, and special payments into the Florida Accounting Information Resource (FLAIR).

Responsible for maintaining selected fiscal contract, grant, and lease files in auditable condition.

Quarterly reconciliation of posted payments to selected invoices entered in FLAIR.

Responsible for encumbrance of contracts and grants into FLAIR.

Quarterly reconciliation of encumbered balances.

Responds to inquiries regarding accounting activities, performing research, audit confirmations, and DFS Controller return corrections as necessary.

This position also performs other related duties as required.

This position is responsible for analyzing and interpreting agreements in compliance with GAAP, GASB, basic accounting auditing standards and applicable legal requirements.

This position is required to comply with Section 215.422, Florida Statutes, Prompt Payment Compliance Law.

 

Minimum Qualifications for this Position Include the Following Required Entry Level Knowledge Skills and Abilities:

Knowledge of the rules and regulations of the Chief Financial Officer.

Knowledge of the Florida Accounting Information Resource (FLAIR) system.

Knowledge of State of Florida accounting procedures.

Knowledge of accounting principles, practices, and procedures.

Ability to understand and apply applicable rules, regulations, policies and procedures relating to an accounting program.

Ability to understand utilized problem-solving techniques.

Ability to establish and maintain effective working relationships with others.

Ability to develop, organize and prepare a variety of accounting schedules into a logical format.

Ability to review data for accuracy and completeness.

 

Preferred Qualifications:

Three (3) years of Florida Accounting Information Resource (FLAIR) experience.

Three (3) years or more years of experience processing invoices.

Certification as a Florida Certified Contract Manager.

 

Special Notes:
