Job Title: Subcontractor Manager
Location: Hampton, VA
Type: FTE
Summary
The basic function of this position is to coordinate the development of project subcontract management plans and to lead the subcontract management team along with the responsibility for the overall management and performance of the designated subcontracts.
Communication
Internally:
- Senior Management –Provide status on subcontract performance.
- Project Teams-Participate and lead project teams on subcontracting efforts.
- Cost Analysts-Participate in Earned Value Management planning.
- Finance-Coordination of Progress and Milestone Payment Plans.
- Program Managers – Approval Signatures & Material Status (Daily Interaction).
- Engineering – Technical Assistance and clarity of material specifications (Daily Interaction).
- Manufacturing – Coordinate major equipment deliveries, startup, and trials assistance (Daily interaction).
- Contracts – Terms and Conditions, Contractual Advice.
Externally:
- Subcontractor Program Teams
- Subcontractor Senior Management
- US Government Agencies – DCAA, DCMA, Navy and Government Prime Contractors
Supervision
- Mentor less senior subcontract professionals within the same functional area.

Qualifications
- Bachelor's Degree or equivalent is required plus minimum 8 years of directly related subcontracts experience; 12 years related experience is preferred. In lieu of a degree and associated experience, 12 years related experience and related contracts/subcontracts courses will be considered. This may include professional certifications.
- Must have knowledge in the following areas of contract management:
- US Government contracting: Understanding of the application and use of various contracting vehicles (Cost Reimbursement, FFP, Time & Materials, GSA, etc.).
- Working knowledge of FAR/DFAR and procurement law.
- Working knowledge of Government contracting protocol (Government and major DOD contractors).
- Working knowledge of Truth in Negotiations Act (TINA).
- Familiarity with Cost Accounting Standards.
- Understanding of contract financing methods (progress payments, milestone payments, performance-based payments).
- Working knowledge of Intellectual Property issues and application of appropriate FAR/DFAR clauses.
- Change management / change proposals.
- Familiarity with Earned Value Management.
- Understanding of and ability to perform cost/price analysis on subcontract proposals
- International Contracting and Export Regulations (ITAR and EAR)
- Ability to develop negotiation strategies for and negotiate contracts and subcontracts.
- Must be able to travel 20% of the time.
- Must be capable of obtaining a US Security Clearance.
Major Responsibility (Functions/Duties)
- Be able to successfully interface with various levels of internal and external parties in a DoD and/or Federal procurement environment:
- Internal - Senior Mgmt., Business Unit and Program Teams, Legal, Finance, Engineering, and other functional departments.
- External - Subcontractor senior management, subcontractor program teams, and customers including US Government agencies such as DoD, DHS, GSA, DCAA, DCMA and Government Prime Contractors.
- Possess proven experience in development and negotiation of moderate to high complexity contractual instruments (including NDAs, Teaming Agreements, IP Agreements, and Subcontracts) in a FAR/DFAR procurement environment, including those requiring TINA certification.
- Able to demonstrate experience in reviewing contractual documents for accuracy and adherence to agreements made, compliance with laws/regulations, submitted proposals and/or negotiated results, the customer's intent, and the business team's objectives.
- Possess strengths in providing subcontract management leadership in the performance of assigned subcontracts and act as a focal point to bring together Program Management, Engineering, Legal, Finance and other departments for resolution of problems related to contract requirements.
- Must be able to provide insightful, meaningful, and timely subcontract inputs/recommendations/analysis to the business team.
- Exhibit strong analytical, written, communication and presentation skills as relates to inputs and/or briefings on relevant issues to both internal and external interested parties relating to subcontract performance and issues.
- Can undertake a mixture of program management and project leader roles with regard to supplier budgets, program reviews, schedule, risk, and earned value management.
- Mentor fewer senior subcontracts professionals within the same business area in meeting departmental, process, and business objectives.
