Job Title: Cost and Utilization Analyst
Starting Salary:$56,165
Job Summary:
The Cost and Utilization Analyst is responsible for monitoring, reviewing and analyzing all financial activities. This may include budget preparation, developing and monitoring outcomes based contracting rates, and working with the contracted providers on reporting requirements. The Cost and Utilization Analyst is a key member of the organization’s budget and finance team.
Essential Functions:
- Assists with preparation of all financial reports to Michigan Department of Health and Human Services (MDHHS) through the year.
- Represents OCHN on financial workgroups with MDHHS.
- Work with other cost and utilization analysts to help them understand the service models developed by OCHN and develop efficient rates for the provider network.
- Review the monthly financials and provide feedback to the Director of financial analytics.
- Attend monthly/quarterly meetings with the provider network and provide financial updates.
- Understand fund source allocation for revenue and expense reporting.
- Ability to organize and lead meetings with other OCHN departments and provider network.
- Act as a liaison between the provider network and MDHHS to communicate feedback regarding changes to funding, procedure codes, and reporting requirements.
- Collect, analyze, and interpret data and statistics using quantitative and qualitative methods. Prepare and present complex and detailed statistical reports.
- Use integrated relational computer systems to create and access database files and prepare statistical charts, graphs and exhibits.
- Conduct resource allocation studies for budgeting and scheduling purposes. Conduct comprehensive research projects, including assisting with programs evaluation studies and other administrative studies as assigned.
- Provide statistics and established benchmarks regarding cost and utilization statistics.
- Initiate, manage and report on projects using standard project management, cost accounting and budget management principles. Monitor scope, schedule and budget of project/program and coordinate project/program evaluation and improvements.
- Compile, analyze and report on operational information including trends, staffing/resource allocation, and budgeting.
- Perform cost analysis and project costs associated with OCHN programs.
- Conduct comprehensive surveys and research projects, including assisting with program evaluation studies and other administrative studies.
- Serve as financial support person for OCHN departments.
- Serve as primary financial liaison between OCHN contract providers regarding financial issues.
- Coordinate the financial activities policies, procedures and directives between the contract providers and OCHN.
- Assure that Contracted providers comply with all financial policies and directives.
- Track, analyze, and monitor all costs and utilization for contract providers.
- Prepare, analyze, and monitor budget for contract providers.
- Develop and implement outcomes based contracting rates using statistical analysis.
- Provide recommendations for improvements and changes in procedures, costs, and utilization to increase system efficiencies and effectiveness.
- Other duties as assigned by the Director of Financial Analytics.
Job Requirements and Qualifications:
Education:
- Bachelor’s degree in Business Administration, Finance, Accounting, or Related discipline.
Experience Requirements:
- Experience in accounting, finance, or related field.
- Experience with both preparing and leading data analytics projects required.
- Minimum 3-5 years of experience at OCHN, another provider organization, or PIHP/CMH.
Preferred Experience:- Understanding of generally accepted accounting principles, including accrual based accounting and standard cost allocation.
- Knowledge of Medicaid rules and regulations.

Additional Information (Travel required, physical requirements, on-call schedules, and etc.):
- Must have available means of transportation to and from OCHN and for required offsite meetings or site visits.
- Must be available for meetings and events which may occur outside of standard office hours.
- Work performed primarily in an office environment.
- Hybrid (onsite/remote) work schedule available.
