Job Appointment: Full Time, Regular, Exempt
Work Schedule: Employees in this position will work four (4) 10-hour days with three (3) days off a week from 7:30am to 6:00pm. After completing probation, alternative schedules may be available.

About Community Health:
The Community Health Section of Portland Fire & Rescue houses the bureau’s two alternative response programs, Portland Street Response (PSR) and Community Health Asses & Treat (CHAT). PSR & CHAT programs are situated in the City of Portland’s first responder system, and in the broader continuum of crisis care. Learn more about the programs below:
About Portland Street Response (PSR): The Portland Street Response program assists people experiencing mental health and behavioral health crises. The goal of Portland Street Response is to update our first responder system by providing an additional compassionate first response option when 911 is called for someone experiencing low-acuity behavioral health issues. PSR is dispatched by the Bureau of Emergency Communications (BOEC) to respond to non-life-threatening crises currently responded to by Police and Fire, such as behavioral health issues and welfare checks.
About Community Health Assess & Treat (CHAT): The CHAT program provides first response to low-acuity 911 medical calls in lieu of advanced life support apparatus within the City of Portland. The goal of CHAT is to assess and treat patients in community, provide care coordination to vulnerable and socially isolated populations and follow up within 24 hours of the 911 call.

Position Summary The Community Health Training Coordinator will organize and facilitate new hire and ongoing training for staff. The incumbent provides the organization, oversight, evaluation of our training programs. The incumbent will administer the Field Training and Evaluation Program (FTEP) for all Community Health staff. The incumbent will continue the development and provide ongoing maintenance of the program. The incumbent will be responsible for tracking employee training needs/requirement through our Learning Management System (LMS) and track ongoing continuing education for staff to keep licenses/certifications up to date. The incumbent will seek out new training opportunities, will provide training to staff, assist staff with training development, and support staff and/or outside vendors when they administer training.
As a Training Coordinator, you will: - Oversee the administration of the Field Training and Evaluation Program (FTEP).
- Continue development and perform ongoing maintenance of the FTEP program and subsequent training materials.
- Administer training to staff.
- Organize and schedule training for staff, including but not limited to, new hire classroom training, required trainings, and any other training opportunities.
- Developing a probationary employee’s overall training plan.
- Providing high-level insight to Field Training Supervisors and Field Training Officers (FTOs) during the FTEP process.
- Evaluating and updating the FTEP manual and making recommendations to the Program Managers regarding the FTEP program, as necessary.
- Participating in the selection of FTOs.
- Ensuring that the basic tenets and criteria of the FTEP are being met.
- Preparing written documentation for presentation to the Program Manager regarding the advancement, retention, re-training, extension, or termination of a probationary employee.
- Maintenance of all employee training records in Vector Solutions or other appropriate Learning Management Software (LMS).
- Provide monthly reports to Community Health Supervisors and Program Managers outlining training needs for individual employees.

To Qualify
The following minimum qualifications are required:
- Knowledge and understanding of related privacy rules and laws, mandatory reporting, and legal responsibilities including HIPPA, company policies, and procedures.
- Knowledge and understanding of cultural differences, especially as they relate to race, sexual orientation, gender equality, socioeconomic status, and their intersections.
- Experience with developing, managing, and implementing training plan for employees.
- Ability to observe and recognize needs for process improvement.
- Knowledge and experience with first response system and administrating new software programs.
- Ability to effectively communicate verbally and in writing with a diverse range of audiences.
Applicants Must Also Possess: - A valid state driver’s license and acceptable driving record.
Desired Qualifications: Although not required, you may have one or more of the following preferred qualifications:
- Three (3) to Five(5) years experience in a training environment
- Associate/Bachelor degree
- Experience facilitating groups and trainings.
- Experience with a First Responder Field Training and Evaluation Program (FTEP).
- Experience using Vector Solutions (previously Target Solutions) or other Learning Management Systems.
- Strong organizational skills.
- Self-Motivated.
