The City of Raleigh is seeking a motivated, experienced, and passionate professional to join the Business Management Division of the Parks, Recreation and Cultural Resources Department (PRCR). The Contracts and Grants Analyst performs a variety of contract, financial, accounting, grant and business process work for the department. The ideal candidate has excellent organizational and leadership skills, successfully builds relationships, collaborates, and displays creative problem-solving skills.
Duties and Responsibilities
- Serves as the primary resource for grant inquiry and application training within the Department
- Actively identifies opportunities for new grants and assists staff in the grant development process
- Assists in grant administration for the Department, including award management, reconciliation, and grant closeout
- Develops and evaluates department fiscal policies and procedures to improve efficiency, consistency of operations, and data accuracy. Researches operational problems, analyzes trends, and makes recommendations to supervisors and management
- Oversees contract execution process for Departmental contracts
- Trains and assists staff in the contract development process for Departmental contracts, providing supervision of administrative employees or functions of the department and division as needed
- Assists with special projects as assigned
Typical Qualifications
Education and Experience: Bachelor's degree in accounting, finance, business or public administration and two years of professional finance, budget analysis or accounting experience. OR An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation. Preferred Qualifications:
- Prior working experience with grant reconciliation and contract development
- Experience with Generally Accepted Accounting Principles (GAAP) and/or public sector accounting and budgeting
Additional Information
Computer Skills To perform this job successfully, an individual should have a working knowledge of: Microsoft Office suite including Outlook, Excel, and Word; business intelligence software, and accounting software. Knowledge, Skills, and Abilities:
- Accounting principles and practices and their application to a variety of accounting transactions
- Grant writing, grant execution, and grant reconciliation
- Contract development and review
- Business analysis and/or process engineering
- Special project management and innovation, multitasking
- Communicating clearly and concisely, both orally and in writing
- Maintaining accurate records and preparing and submitting factual data in written reports or statements
- Carrying out job responsibilities in a self-directed and autonomous manner
- Establishing and maintaining cooperative relationships with those contacted in course of work
ADA and Other Requirements: Positions in this class typically require: standing, walking, fingering, talking, hearing, seeing and repetitive motions.
Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work, and the worker sits most of the time, the job is rated for Light work.
Working Conditions: Work is routinely performed in an indoor, office environment.
