THIS IS A REQUEST FOR QUOTE PURSUANT TO RULE 60A-1.043 (1), FAC. THIS REQUEST FOR QUOTE DOES NOT CONSTITUTE DECISION OR INTENDED DECISION THAT IS SUBJECT TO PROTEST UNDER S.120.57(3), F.S. This Request for Quote, under state term contract number 80101507-21-STC-ITS for Information Technology Staff Augmentation Services, is to obtain pricing and resumes from interested vendors who can offer staff augmentation resource for a Senior Front-End Developer with knowledge, skills and abilities that meet or exceed the requirements of this RFQ.
The Contractor will provide DCF with IT staff augmentation support services as follows:
The selected resource will function as a CARES (Child Care Administration, Regulation and Enforcement System) Senior Front-End Developer, responsible for supporting a responsive enterprise application for child care licensing, working with the existing team to support, maintain, and enhance the application.

Project Overview The Office of Child Care is accountable for the statewide licensure of Florida's child care facilities, specialized child care facilities for the care of mildly ill children, large family child care homes, licensure or registration of family day care homes and religious exempt programs. DCF child care licensing offices located throughout the state are responsible for the inspection and licensure of child care facilities and homes.
DCF recently enhanced the licensing system (CARES) by implementing an online application module and rewriting CARES as a Progressive Web Application. In addition, the enhancement allows a review process for licensure or registration and an online payment option for licensure fees. It includes functionality necessary to pull historical records pertaining to past applications for the purposes of operational and/or legal review and audit tables.
Qualifications: The category skill-level identified on the purchase order, as defined in the state term agreement, shall include the appropriate skills necessary to provide application support for DCF's application systems and e nsure high application quality and performance through specific technical solution as noted below :
- 8+ years (96 months) of experience in JavaScript, HTML, and CSS
- 4+ years (36 months) of experience in Typescript, SASS, and LESS
- 4+ years (36 months) of experience in Angular version 8 or above
- 4+ years (36 months) of experience in using Angular UI libraries (e.g. Angular Material)
- 4+ years (48 months) of experience using State Management (e.g. ngrx or equivalent) and asynchronous programming using RxJs.
- 4+ years (48 months) of experience and solid understanding of software development best practices (MVC/MVVM/.Net architecture, design patterns, testable code, etc.)
- 3+ years (36 months) of experience and a deep understanding of web applications across all layers: networks, databases, web server configuration, request/response, performance, security, browsers, devices, encryption, compression, etc.
- 2+ years (24 months) of experience in designing and developing Client-Side Security: authentication, authorization, and other security aspects for a client-side application in a real-time project within last 4 years.
- 2+ years (24 months) of experience with Responsive Design: responsive layouts (mobile, tablets and desktop) and Material Design principles within the last 4 years.
- 2+ years (24 months) of experience in working with SQL/No-SQL database.
- Experience in using Ionic 3+, Kendo UI for Angular
- 4+ years (48 months) of experience creating RESTful Web Services, not just consuming.
- Experience in using DevOps, TeamCity, and Visual Studio
- Experience in Progressive Web Apps, including data caching, notifications, offline access, and other APIs.
- Experience in working with any type of payment service
- Experience in SQL Server

Total Years (Months) 8 (96) The Contractor will be paid for the staff augmentation hours worked. DCF expects the selected candidate to perform the services in a professional manner. The selected candidate must be capable of driving the process required by this RFQ on their own and must be capable of working on their own to provide documentation that can be provided to DCF's application team. The selected candidate must be capable of working with multiple users and will report to a DCF point of contact.
The scope of work is anticipated to be 1040 hours, from the starting date through June 30, 2023.
DCF requires one (1) Hourly Labor Rate price, inclusive of all travel and living expenses for each resume and no over-time, rate of The vendor must propose the staffing classification and scope variant for each resume: Vendor must also include Resume and Contract Exhibit G Form for each applicant.
