JOB SUMMARY: Under the management of the VP of Lands, the Lands Analyst I will work closely with our GIS Analyst to create lands and resource-related maps, reports, and provide assistance and technical support in the functions of records maintenance and land and natural resource management. The Lands Analyst I will also act as an alternate for travel to communities throughout the Doyon region to assist in programs, including trespass management and sand, gravel, and rock resources.

ESSENTIAL FUNCTIONS:

• Assist in keeping an accurate record of ANCSA selected and conveyed land title in a computerized database
• Review relevant federal, state, and local environmental documents, land use plans, State land disposals, and other land management documents; provide comments and recommendations
• Provide technical support, including researching state and federal records for mineral or other title information and writing property descriptions for projects and permits
• Conduct GPS field collections of utilities, easements, trails, and cultural resources
• Alternate for contact with assisting shareholders, government agencies, and the public with land-related inquiries as well as general information about Doyon
• Assist in identifying and researching external sources of hardware, GIS software, and resources
• Create maps and templates for our different programs, including trespass, permitting, and sand, gravel, and rock
• Create community maps to include in bulletins, brochures, and kiosks
• Create maps for other departments and subsidiaries upon requests
• Travel to communities to conduct material site visits and trespass monitoring
• Other duties as assigned

SUPERVISION:

REQUIRED QUALIFICATIONS:

• Must meet one of the following education and/or work experience qualifications:
  • Associates degree in GIS, Geology, Natural Resources or a related field, with 1-2 years of work experience with ArcPro or other GIS software, state and federal land records, legal descriptions, administrative withdrawals, and Executive Order; OR
  • Bachelor's degree in GIS, Geology, Natural Resources or a related field

PREFERRED QUALIFICATIONS:

• Knowledge of the Alaska Native Claims Settlement Act and amendments, as well as the general principles of public land law applicable to the grants made pursuant to ANCSA and other public land laws such as the Mining Law of 1872
• Good analytical and problem-solving skills
• Strong experience with Microsoft Windows/Office applications
• Must have excellent interpersonal skills and be able to work in a team environment
• Ability to work with minimal supervision

WORKING ENVIRONMENT: The majority of work is performed in a professional office setting with a wide variety of people with differing functions, personalities, and abilities. The Lands Analyst is required to perform fieldwork from time to time. The fieldwork may require walking across uneven terrain, standing outside for long periods of time, subject to all of Alaska's weather including cold weather, snow, ice, and rain.
