The Board of Registration in Medicine (BORIM) is seeking detail-oriented applicant for the position of Paralegal. The incumbent will r esearch and analyze law sources; prepare legal documents; maintain legal databases; perform compliance functions with respect to state and federal laws; respond to inquiries concerning formal interpretation of agency laws, rules and regulations; assist in communications, assist staff in preparing, editing and proofreading documents and letters; schedule and coordinate meetings; maintain a Division calendar, compile and prepare Board, Licensing Committee and Committee on Acupuncture materials; record and transcribe Committee minutes; assist with responses to subpoenas; assist the Director and Deputy Director of Licensing in carrying out the duties of the Licensing Division and performing related work as required.
Duties and Responsibilities (these duties are a general summary and not all inclusive):
- Act as the Licensing Committee Clerk, and back-up Committee on Acupuncture Clerk.: Compile and prepare electronic and paper materials for the Committee meetings, attend Committee meetings, maintain records, and ensure electronic storage of Committee minutes and related documents. Oversee preparation of the Committee agendas and coordinate appearances.
- Prepare memoranda on license applications or other memoranda for presentation to the Licensing Committee or the Committee on Acupuncture.
- Respond to information requests in accordance with the Public Records Law, Fair Information Practices Act and 243 CMR .1.02(11) by collecting, evaluating, redacting, and coordinating all relevant material.
- Ensure subpoenaed documents are appropriately prepared, including the gathering and redaction thereof. Review physician compliance with CPD requirements and maintains CPD audit program. Prepare electronic Triage materials and agendas.
- Provide support as required to the Director and Deputy Director of Licensing. Maintain databases and tracking systems to provide current, accurate information on licensing applications and documents.
- Research and analyze law sources such as statutes, recorded judicial decisions, opinions, determinations, and rulings in order to prepare legal digests detailing the points of law involved regarding licensing issues.
- Respond to written and telephone inquiries concerning formal interpretation of agency statutes and regulations, and draft documents analyzing facts and points of law for approval by legal counsel.
- Operate office machines and schedule meetings and appointments.
Required Qualifications: - Familiarity with the laws, rules, policies and procedures, specifications, standards, and guidelines governing agency operations.
- Understanding of the principles and practices of record management.
- Knowledge of state law governing administrative hearings.
- Ability to explain and apply the laws, rules and regulations, policies, procedures, specifications, standards and guidelines governing the Board of Registration in Medicine.
- Knowledge of the types and availability of public or private organizations and sources for providing legal services. Knowledge of the uses and types of agency forms.
- Ability to develop and maintain comprehensive understanding of agency procedures and systems relevant to successful performance of job duties.
- Courteous, professional demeanor while working under occasionally stressful working conditions.

Special Requirements: Based on assignment, possession of a current and valid Massachusetts Motor Vehicle Operator's License may be required.

Qualifications: First consideration will be given to those applicants that apply within the first 14 days. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least
(A) two years of full-time, or equivalent part-time, paraprofessional experience in legal research or legal assistant work, or
(B) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. An Associate's or higher degree with a major in paralegal studies may be substituted for the required experience.
II. Completion of one year of study at a recognized, degree-granting law school may be substituted for the required experience.
