JOB SUMMARY
Provides and manages electric transmission policy activities, including planning, cost allocation, system operations, reliability, resource adequacy and other issues within Regional Transmission Organizations (RTOs) of interest to the Company. Advocates for and shapes RTO-related transmission policy to create a regulatory climate to support Company operations and fosters a conducive environment for transmission development and furthering the Company’s strategic goals. Drives formulation of regulatory strategy in support of RTO-related transmission policy and regulatory proceedings for the Company. Responsible for creating and effectively managing relationships, ensuring a strong reputation and representing the Company in RTO stakeholder committee, task force meetings, industry events, conferences and other venues. Leads internal and external collaboration, coordination, and strategy formation and implementation efforts, in conjunction with verbal and written advocacy, to further the Company’s RTO-related transmission policy or regulatory goals.
ESSENTIAL DUTIES & RESPONSIBILITIES
Serves as the Company’s primary contact for RTO-related transmission policy activities in designated RTO(s), formulating and implementing strategy and directly engaging with RTOs and other appropriate regulatory agencies to promote Company’s interests.
Represents the Company in RTO stakeholder committee, task force meetings, industry events, conferences and coordinates with Company’s Regulatory Strategy, Rates, Federal Affairs and/or Legal groups on an as-needed basis.
Monitors and keeps well-informed of regional, state and federal transmission regulatory policies and electric utility legislative initiatives.
Researches, analyzes and interprets RTO-related transmission policy filings; reviews industry news and publications and interprets information for Company leadership .
Serves as Company advocate on RTO-related transmission policy for development opportunities; including working with Company personnel on policy initiatives to identify potential impact on Company and develop appropriate responses to further Company's strategic goals.
Engages with key external constituents within the RTO(s) or Company business unit service area in support of RTO-related transmission policy activities of interest to the Company. Key audiences may include, legislators, stakeholders/customers, industry/trade associations, consumer groups and other utility professionals; also participates in external electric industry/trade associations, electric industry conferences and formal/informal coalitions as required.
Participates in internal strategy meetings to formulate the Company's strategic goals, providing guidance on RTO-related transmission policy requirements and implications to accomplish those goals.
Researches, analyzes, interprets and reports data on RTO-related transmission policy matters; provides timely and accurate information and analysis to management on RTO-related transmission policy matters that may impact the Company.
REQUIREMENTS
Bachelor's degree in relevant discipline or relevant, equivalent experience and/or education.
Minimum of seven (7) years of progressively responsible experience as an electric utility RTO Policy Analyst or comparable industry experience.
Experience and proficiency in RTO Tariffs, business practice manuals, and related RTO policies; strong verbal and written advocate of Company position in various forums.
Excellent verbal and written communications skills, including the ability to synthesize and convey complex and/or technical information clearly, concisely, and effectively.
Excellent verbal and written advocacy skills required to elicit the support of internal and external subject matter experts on RTO-related transmission policy issues.
Political sensitivity and related interpersonal skills necessary to successfully navigate complex RTO stakeholder committee and taskforce processes.
Emphasis on collaboration and coalition-building, with the ability to advocate on behalf of the Company effectively and respectfully.
Strong interpersonal skills including the ability to motivate and supervise employees.
Possesses leadership qualities, logical problem-solving skills and strong negotiation skills.
Ability to work in a constantly changing environment and capable of managing multiple projects and tasks and ensuring their timely completion with appropriate degree of autonomy and independence.
Ability to travel for company business, including overnight stays, up to 25% of the time.
Advanced knowledge of computer software applications such as Microsoft Word, Excel, Outlook and PowerPoint.
