Job description
Lindon City is seeking qualified applicants to fill a full-time opening for the position of Treasurer. The City has a total budget for all funds of approximately $37M and employs approximately 106 permanent FT/PT employees and approximately 185 seasonal employees. The Treasurer is part of the Finance Department which operates out of the Lindon City Center.
JOB DESCRIPTION
TITLE: Treasurer
PAY RANGE: Range 21; $63,690 to $95,389 annually (salary DOQ & Experience) + Full Benefits (medical, dental, 401k, pension (URS), paid vacation, sick & holiday leave, etc.).
DEPARTMENT: Finance Department
STATUS: Regular Full-Time; appointed
FLSA CODE: Exempt (at-will)
NATURE OF THE WORK
Under the supervision of the Finance Director, serves as custodian of the city treasury, processes payroll, and processes accounts receivables. Performs a variety of administrative and technical duties related to receiving, controlling, and investing of city funds.
ESSENTIAL DUTIES
- Serves as the designated City Treasurer as defined in Utah State Code 10-6-141.
- Organizes the treasury processes, procedures, and methods as needed to assure compliance with legal requirements of the office of city treasurer as defined in Utah Code and Utah Money Management Act; recommends policies as custodian of all money; coordinates the receiving, receipting and investment of all city revenues.
- Manages and directs investments in accordance with State laws and regulations; assures secure and safekeeping of investment certificates, assures investments comply with the City's established investment policy.
- Assures the receipting of all monies into appropriate accounts; determines cash flow requirements to maximize the investment of City funds; assures availability of sufficient funds to cover city financial needs and issued checks; makes fund transfers as needed; prepares daily deposits; and monitors running daily balances.
- Processes bi-weekly payroll for all employees; uses software to maintain payroll reports, employee attendance records and payroll deductions reporting; reconciles payroll general ledger accounts; completes and files payroll reports with employees and entities as required by local, state and federal regulations.
- Generates accounts receivable invoices; maintain accounts receivable accounts and perform and/or oversee collection duties as needed.
- Monitors and tracks tax revenues and maintains / submits State & Federal reports.
- Performs other related duties as assigned.

EDUCATION AND EXPERIENCE
- Graduation from college with a bachelor's degree in accounting, finance, business management, or related field AND three-years of related accounting, payroll processing or budgeting experience; or an equivalent combination of education and experience.
- Prior use of Caselle accounting software and iSolved time tracking software is strongly preferred.
LICENSES AND CERTIFICATES
- Requires a valid State of Utah driver license.
- Certified Municipal Treasurer and/or Certified Public Finance Administrator (CPFA) is preferred.
- Must be bondable to a dollar limit prescribed by statute.
WORKING ENVIRONMENT
Normal office environment with a variety of light physical activities such as sitting at a desk for extended periods of time, walking, standing, stooping, and reaching. Job functions require reading, writing, receiving and responding to correspondence, and communicating with the public and other city staff members; significant amount of time viewing computer screen and keyboarding for data input and analysis; mental application utilizes memory for details, verbal instructions, emotional stability, critical thinking and creative problem solving; considerable exposure to high stress as a result of stringent payroll processing and reporting deadlines and contact with individuals in potentially difficult situations; more than regular working hours may be required on a seasonal basis, and in special situations.
