Job Description:
Senior Program Manager
Opportunity for an experienced Senior Program Manager to join an IT Operations Project for a federal government system. The candidate will provide oversight to IT Operations in an agile environment. Candidate will be responsible for the successful cost, schedule, and performance of the contract. Serves as the main point of contact for the Contracting Officer (CO), the Contracting Officer’s Representative (COR), the Government Program Manager, and the Contractor’s senior management. Directly contributes to program efforts in several areas, including cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities. Ensures proper performance of tasks necessary to ensure the most efficient and effective execution of the contract. The PM shall utilize expert communication skills needed to direct the skilled technical resources and report on the technical progress, issues, and problem areas, as well as write and review technical documents as needed for this position.
HOW AN VICE PRESIDENT, PROGRAM WILL MAKE AN IMPACT
Plan, initiate, and manage information technology (IT) development and operations programs/ projects
Lead and guide the work of program/project/technical staff. Serve as liaison between government, business and contractor staff. Plan programs/projects and assess business implications
Provide oversight and monitor progress to assure deadlines, standards, and cost targets are met
Be responsible for ensuring Misson enabling Systems Development and Operations teams that are fully engaged in the implementation of a DevSecOps and Agile frameworks
Be the primary interface with the Contracting Officer (CO), Contracting Officer’s representative (COR) and Government Program Manager
Experience with technical, contractual and resource issue resolution
RESPONSIBILITIES & DUTIES
Provide oversight, guidance, direction, and leadership to all contracted team members
Provide briefings to leadership, create reports and documentation on demand, ensure deliverable compliance, and interface between customer organization and team members
Provide overall responsibility for the success of the program team(s) effort. This includes oversight of managing staff tasks, processes and project initiation, planning, design, execution, monitoring and controlling all collaborative efforts reeled to projects
Work with the portfolio managers, project managers, to provide effective and efficient management
Create and deliver presentations, and represent the team in briefings and in presentations
Experience with leading and managing Agile/DevSecOps/SecDevOps teams and processes
Effective time management skills and the ability to work under pressure to meet schedules and deadlines, to multi-task, to plan, organize and prioritize work assignments and pay close attention to detail
Fully engaged in the implementation of a SecDevOps and IT modernization practices for supporting IT
Direct and mentors program staff in developing work plan/schedule, technical project plans, program and task order level reporting.
Attends customer meetings and serves as a client liaison.
Coordinates development of project deliverables, generates monthly reports including technical status, management performance, and financial projection.
Work in an Agile Kanban/Scrum environment and teams working in Waterfall or Agile projects
Assist and mentor junior members on the team
WHAT YOU’LL NEED TO SUCCEED:
A minimum of ten (10) years of experience in program management including:
Possesses an active Project Management Professional (PMP) certification from the Project Management Institute (PMI)
Possesses an ITIL 4 Foundation certification or ability to obtain one within 3 months of start
Proven experience with managing using SecDevOps and Agile concepts
Proven experience developing a strategic vision for a complex organization, balancing modernization needs aligned with critical ongoing operations and maintenance requirements
Exceptional technical aptitude and effective written and verbal communications skills
Bachelor’s degree in Computer Science/ Information System/IT/Computer Engineering
Excellent written and verbal communication skills
Shall have demonstrated experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting for large complex programs
Shall have demonstrated experience in the management and control of funds and resources using complex reporting mechanisms such as Earned Value Management
Candidate must be an US citizen able to obtain DHS Public Trust clearance and successfully pass CBP Background Investigation (BI) and attain EOD to start work
Preferred Education and Experience
Agile Certifications (CSM etc.,)
Experience managing program within DHS environment working experience within United States Border Patrol and DHS agencies or entities
US Citizen with active DHS CBP BI and DHS Public Trust suitability clearance/EOD or Active TS clearance
Previous CBP OIT support experience and mission/ environment understanding is highly desired (preference to persons with active CBP BI and a CBP badge)
Demonstrated experience handling technical and financial matters associated with large programs and contracts.
Knowledge of modern IT technologies such as Multi-cloud, FinOps, AI/ML and Generative AI
