Minimum Biweekly Rate of Pay $1,694.62 . (In accordance with current spending restrictions, an internal promotion into the position will be filled at the minimum of the pay grade or up to 5% of the employee's current rate, whichever is higher.)

DESCRIPTION

This position is an Operations Coordinator Position in at Headquarters

DUTIES & RESPONSIBILITIES

Conducts pre-solicitation calls for new and up-coming contractual programs that are assigned.

Drafts competitive procurements (Invitations to Negotiate (ITN’s), Requests for Proposals (RFP’s), and Invitations to Bid (ITB’s)), new contracts, Amendments (including the Program Area Requested Changes document), Extensions, and Renewals (including the drafting of Program Profiles and partaking in the renewal process for every Contract that is assigned), for the Office of Residential Services (ORS) in accordance with Florida Department of Juvenile Justice (FDJJ) policy, Florida Administrative Code, and Florida Statute. Also, ensures all required forms are completed, signed, and uploaded into Contract Tracking System (CTS) ; routes the Amendment package in CTS and obtains required approvals; makes revisions as requested and approved; upon Amendment execution ensures appropriate ORS staff are notified; and updates the hardcopy and electronic files in ORS.

Ensures current procurement and contract templates are used, drafts are reviewed and approved, and correctly routed in the Department of Juvenile Justice (DJJ) Contract Tracking System.

Serves on competitive procurement evaluation and/or negotiation teams, and/or provides technical assistance regarding programmatic information as requested by the team(s). This includes coordinating the answering of questions received from interested parties during the procurement process, meeting the timeframes established in the procurement’s calendar of events, completing an analysis of the respondent’s past performance according to the requirements set forth in the procurement, reading and analyzing the respondent’s technical response against the procurement requirements to ensure attachments and exhibits under the purview of ORS are completed correctly, attending negotiation strategy sessions, evaluator briefings and debriefings, and facility site visits and/or inspections as requested by the supervisor, reviewing all procurement decisions for accuracy before it’s released on the Vendor Bid System, assisting the procurement manager with any protest forms needing programmatic technical assistance, and upon successful completion of a final agency decision, begin coordinating the review of attachments and exhibits with various DJJ programmatic and administrative offices.

Drafts the resulting contract including its applicable attachments and exhibits; routing the contract in CTS and obtaining all required approvals; facilitates the answering of questions and editing of documents as needed from reviewers of the contract; participates in transition calls or meetings with the awarded provider on any aspect of the new contract; notifies the relevant ORS staff about upcoming contract effective date to ensure pre-trainings and inspections are completed before services to youth begin; creates and maintains the contract file (both electronic and hardcopy) in ORS.

Maintains regular communication with the DJJ Bureau of Procurement & Contract Administration, Bureau of Contract Management, residential Regional Directors, and other appropriate department staff.

Assists in the development of renewal Program Profiles and partakes in the renewal process for every Contract that is assigned.

Attends required trainings to meet/maintain Florida Certified Contract Manager and Florida Certified Contract Negotiator certifications. Serves as a Florida Certified Contract Negotiator (FCCN) on appointed solicitations.

Reviews DJJ policy documents and provides input for correcting programmatic, procurement, and/or contractual problems.

Ensures correspondence is accurate, professional, and completed within established deadlines.

Attends transition conference calls and/or meetings when programs are transitioned from one provider to another.

Performs other related duties as assigned.

MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES
Knowledge, skills, and abilities, including utilization of equipment, required for the position:

Knowledge of Florida procurement laws; Knowledge of contract documents, regulations and specifications; Knowledge of the importance of confidentiality in specific matters; Skilled in oral and written communication; Skilled in organizing meetings and coordinating groups; Skilled in Microsoft Office applications; Skilled in preparing detailed, complete and timely assignments and documentation; Ability to analyze and solve problems; Ability to make administrative/procedural decisions using sound judgement; Ability to resolve complaints and concerns; Ability to interpret and apply policies and procedures; Ability to develop solutions to problems; Ability to act as a troubleshooter when questions, issues or concerns arise; and Ability to work independently as needed with general guidance.

PREFERRED QUALIFICATIONS

A bachelor's degree from an accredited college or university and three years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering, or administrative work. 

Computer Software experience such as Microsoft Office.

A valid driver's license is required.
