POSITION DESCRIPTION: Perform Analysis and interpretation of new federal legislation for transportation funding. Analyze complex documentation into succinct management summary briefings, whitepapers, and other interpretations of new or existing regulations or performance measures as assigned and how the implementation will affect the Department’s mission critical activities. Assist management in development of strategies to meet the Department’s objectives and goals.



Serve as the primary contact for the district federal aid coordinators for assigned districts. Responsibilities include providing technical assistance to originators of Federal Authorization Requests (FARs), assigning federal project numbers, reviewing FARs submitted to the Federal Aid Management Office to ensure they are properly prepared before submitting them to Federal Highway Administration (FHWA) for approval, and coordinating with FHWA as needed to answer questions and/or to provide any additional information needed to enable FHWA to approve FARs in a timely manner. Transmits FARs to FHWA for approval.



Assist with monitoring and reporting compliance with federal regulations such as the FHWA 10-year Preliminary Engineering (PE) rule codified in 23 CFR 630, which requires a federally funded design project to advance to ROW acquisition or construction by the end of the 10th fiscal year following the fiscal year when the Federal-aid funds for PE first were authorized.



Assists with development and updates to the federal aid related portion of the Work Program instructions, federal aid technical bulletins, and other guidance regarding the various federal aid programs. This includes review and analysis of federal legislations and regulations and departmental processes, development of implementing procedures and providing training on such processes and procedures.



Monitor production activities related to federal aid projects for assigned districts. This includes but is not limited to monitoring pending authorization requests to ensure timely authorization, monitoring financial project status to ensure timely progression to closing, and monitoring production activities related to projects on FHWA's Financial Integrity Review and Evaluation (FIRE) report. Run monthly reports to send to assigned districts for responses. Ensure districts take necessary action.



KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of basic mathematics. Knowledge of and ability to utilize Microsoft Office Suite software (Word, Excel, PowerPoint, Outlook) and web browser. Knowledge of database terminology and ability to communicate effectively with computer support staff and programmers. Knowledge and experience in working with large databases and complex financial models, spreadsheets and Pivot Tables. Knowledge of Electronic Document Management Systems (EDMS). Ability to collect, evaluate and analyze transporataion program performance data. Ability to interpret state and federal regulations and department policy, and develop implementing guidance. Ability to effectively communicate in writing and in oral form, including speaking before an audience. Ability to work independently with a minimum of supervision. Ability to establish and maintain effective working relationships with others. Ability to handle multiple assignments concurrently and within deadlines.



MINIMUM QUALIFICATIONS: A bachelor’s degree from an accredited college or university and six years of professional experience in the field of transportation financial analysis. A master’s degree from an accredited college or university can substitute for one year of the required experience. Professional experience in the fields of Finance, Economics, Public Administration, Business Administration, Policy Analysis, financial modeling, accounting, statistics, transportation financial analysis or work program development can substitute on a year-for-year basis for the required college education. Additional consideration will be given to those with experience in multiple fields listed above.
