Full Time Position (Monday thru Friday) On-site
Job Summary: Under the direction of the CEO, responsible for the organization’s financial management and accounting systems to assure sound financial information is available for presentation to the management, staff, funders, auditors, and the Board of Directors.
Osborn Family Health Center (OFHC), a Federally Qualified Health Center, seeks a full time Director of Finance to ensure that Management and Board of Directors receive timely and reliable financial information to safeguard the assets of OFHC by establishing adequate internal controls and oversee areas of Accounts Payable, Accounts Receivable, General Ledger, Budget Purchasing and Payroll, as well as cash projections and liquidity projections. Duties include: - Oversight and daily management of the finance department staff, with primary focus to ensure all periodic reporting requirements are adhered to. Establish appropriate segregation of duties and ensure for cross-training of all department functions to contribute to the overall financial goals and efficiency of Osborn Family Health Center.
- Reviewing monthly budget vs. actual reports for accuracy and appropriateness
- Advising agency administrators on development of annual budgets
- Interviewing, hiring, evaluating and supervising staff in the Finance Department to ensure effective and efficient performance of accounting activities
- Assure compliance with accepted accounting principles and maintain fiscal internal control procedures
- Maintain the finance policies and procedures manual and ensure for adequate internal controls over Agency financial operations. Remain abreast of current developments in financial reporting, control structure and environment. Instruct / advise finance staff of the policies, and communicate updates to other department’s staff, as needed. Ensure for timely update and Board of Directors annual approval of the manual.
- Ensure that policies remain compliant with HRSA guidelines, specifically that the sliding fee scales and sliding fee scale policy are updated annually upon issuance of Federal Poverty Guidelines.
- Establishing adequate internal accounting controls to safeguard the assets of OFHC
- Projecting, managing and monitoring cash flow to ensure the availability of funds for smooth operations and keeps the Chief Financial Officer up to date on cash flow status
- In conjunction with the CFO, coordinate the annual Agency financial statement audit and Federal Single Audit, prepare and/or oversee the preparation of all supporting files to ensure for timely completion.
- Coordinating necessary actions with outside vendors firms for Medicare cost report duties
- Providing assistance to the Chief Financial Officer as requested to execute special projects
- Developing reimbursement rates/negotiable for agency through cost date analysis and review of Federal/State regulations
- Assist in general audits as required by funding sources
- Responsible for the annual submission of consolidated fiscal report to Department of Health and all other grants and cost report findings to ensure completeness, accuracy and reasonableness
- Working knowledge of annual UDS filing
Requirements and Qualifications
- Minimum of Bachelor’s degree in finance, Accounting, Business Management or related field
- Master’s degree and/or CPA preferred
- 3- 5+ years of experience in a senior finance position
- Diverse experience with computer applications, proficient knowledge in general ledger software required
- Extremely knowledgeable in financial forecasting, accounting principles, and financial data analysis
- Strong interpersonal skills with the propensity to successfully foster new and maintain long-standing business relationships
- Excellent communication skills, both orally and written, skilled in the art of negotiation
- Advance knowledge of accounting principles/practices, spreadsheets, and databases
- Ability to multitask, prioritize and delegate responsibility in an effective and efficient manner
