The Research Foundation for Mental Hygiene, Inc. is seeking a qualified candidate to fill the position of Project Director at the New York State Office of Addiction Services and Supports (OASAS).

The Project Director will report to and work closely with the Associate Commissioner for the Division of Criminal Justice to help grow a new team that works to reduce drug overdose deaths and promote access to high quality prevention, treatment, harm reduction, and recovery services for people who are currently and were formerly incarcerated or under community supervision. The Division of Criminal Justice achieves this goal by collaborating with criminal justice partners to launch new initiatives and partnerships, and by conducting or facilitating cross-systems trainings. The Division of Criminal Justice applies a harm reduction, equity, and data-driven and evidence-based approach to its work.

The Project Director will work with the Associate Commissioner to foster relationships with state and local criminal justice agencies and implement and monitor several key initiatives. These initiatives are including expanding access to opioid addiction treatment and harm reduction services in prisons and jails; implementing collaborative initiatives with specialty courts and addiction treatment and harm reduction services; and participating in other Division and Agency strategic initiatives. The Project Director will collaborate closely with OASAS subject matter experts in the areas of harm reduction, treatment, recovery, addiction medicine, and research and program evaluation.

The chosen candidate must possess excellent written and verbal communication skills and strong interpersonal skills, must be well-organized with a keen attention to detail, and must be self-motivated with the ability to work effectively alone or as part of a team.

Responsibilities include but are not limited to:

• Assist in establishing a coordinated substance use disorder treatment system between OASAS and various criminal justice agencies, including judicial, law enforcement, and corrections agencies.
• Assist in developing and implementing linkages at the policy and service levels between OASAS and the judicial and criminal justice systems.
• Help to develop and expand upon pre- and post-arrest diversion protocols for police agencies, prosecutors, and arraignment courts.
• Contribute to the development of strategies to move individuals into the OASAS system of care from the judicial and criminal justice systems.
• Help develop and implement policies and programs to increase treatment service capacity where services are needed within the judicial and criminal justice systems.
• Conduct literature reviews and data analysis related to criminal justice and substance use initiatives and trends.
• Other related duties as assigned.
• There is an anticipated travel of 30%.

Minimum Qualifications:

• Bachelor's degree in human services, social services, social work, psychology, counseling, or criminal justice discipline; and five years of progressively responsible managerial experience in the field of addictions prevention, harm reduction, treatment, or recovery and/or in criminal justice services. At least two of the candidate's years of experience must have been in a managerial capacity.
• A Master's degree or J.D. may substitute for one year of required experience.
• A Ph.D. may substitute for two years of required experience.
• Four years of additional relevant experience (beyond the five years minimum), or two years of additional experience plus an Associate's degree may substitute for a Bachelor's degree.

• Candidates must possess a valid license to operate a motor vehicle in New York State at the time of appointment and continuously thereafter.

Preferred Qualifications:

• Prior employment by or working routinely within a criminal just agency.
• Progressive workplace responsibilities, including project management and staff supervision.
• Experience designing and implementing new programs or policies.
• Demonstrated knowledge and experience working on issues at the intersection of the criminal justice, substance use, and/or mental health.
• Comfort using data and research to inform program design and/or decision-making.
• Proficient with MS Office Suite (Excel, Word, and Teams).
