The Records Management Unit (RMU) team is seeking FOUR Learning and Development Specialist 2’s to join our team. As a Learning and Development Specialist 2, you will provide coordination and delivery of trainings for ODHS and OHA staff.

Five years of work experience designing, planning, and implementing adult education courses, or applying web-based technologies in a blended learning environment;
OR
Five years of work experience designing, planning, and implementing organizational development strategies.
OR
A bachelor's degree in Education, Organizational Psychology, Business or Public Administration, Training and Development, Human Resources, Organizational Behavior, or related field may substitute for three years of the work experience stated above.

We are looking for candidates with:
Adaptability: Demonstrate a versatile teaching approach, capable of modifying instructional strategies, materials, and content to meet the diverse learning needs and cultural contexts that impact the individual and group dynamics during training and facilitation sessions. Understanding of Adult Learning Theory.
Curriculum and Content Development (Self-Paced, Live, Recorded Trainings): Proficiency in creating comprehensive, engaging, and mission-aligned curriculum that promote person-centered learning and achievement. Ability to evaluate trainings and refine of curriculum materials to ensure relevance and effectiveness across time and cohorts.
Facilitation Skills: Ability to manage group dynamics, navigate difficult conversations, resolve and repair conflicts or impact that occurs during session, and maintain focus and engagement throughout the facilitation process.
Development of Psychologically Safe Environments and Brave Spaces: A commitment to fostering trust, respect, belonging and open communication among team members. They should possess strong interpersonal skills, including emotional intelligence and self-reflection of how they show up in spaces, to ensure all employees feel valued and supported in expressing their thoughts and ideas without fear of judgment.
Cultural Intelligence: Ability to intentionally and meaningfully consider and be agile to diverse cultural identities, exhibit empathy, respect, and openness towards people from different backgrounds, enabling seamless collaboration and fostering an inclusive work environment. Ability to demonstrate a commitment to lifelong learning about various cultures and perspectives, enhancing capacity to communicate and work effectively in the workplace.
Computer and Systems Understanding: Skills and knowledge of basic computer systems such as M365 environments, Outlook email, File Explorer, and training software or training interfaces (for example Camtasia, Teams, Zoom, Workday Learning, etc.).

Your duties at a glance:
The Records Management Unit (RMU) resides within Imaging and Records Management Services (IRMS) and is part of the Department of Human Services Shared Services Section. The RMU provides support in program integrity efforts at the department by contributing to the processing of various Oregon Department of Human Services (ODHS) and Oregon Health Authority (OHA) documents and supporting overall records management compliance with the agency.
Provides enterprise-wide trainings and educational support for records management proceedings, policies, and procedures to ensure understanding and overall compliance throughout ODHS/OHA.
Researches training and development trends and designs records management training curricula to achieve desired results, such as required DAS and Secretary of State records management trainings, trainings required in state statute, and looking at participation, topics covered, and overall design.
Develops needs assessment instruments, develops evaluation instruments to measure records management training participant learning or changes in work behavior.
Writes records management training course objectives, lesson plans, and course materials.
Collaborate with subject matter experts to design course curricula in alignment with records management compliance, best practices, and statute.
Designs and implements records management and compliance training for ODHS and OHA that includes defining evaluations, and monitoring program.
Identifies barriers to effective organizational change around records management and records management compliance by utilizing training and educational initiatives and implementing feedback strategies to gather impact of training and education curriculum.
Working conditions
Remote or Hybrid work locations outside of the State of Oregon will be considered in filling this position. Typical office environment. Occasional pressure to produce under severe time constraints and deadlines. Training is live, either in-person or virtual. Travel may be required to conference, meeting, and training sites to support learning and team activities. Will need to lift and move equipment using unit established safety procedures and moving equipment with use of appropriate lift devices as available.
