Job description
The Deputy Executive Officer serves as a member of the Central Valley Flood Protection Board’s senior management team, providing strategic objectives and concepts for programs and leadership advice to help the Board achieve its mission. The incumbent acts as a policy adviser to the Executive Officer and the Board and oversees the Planning, Environmental, and Land Management Division, which includes the Land Management Branch (including the Sacramento San Joaquin Drainage District (SSJDD) properties), Environmental Services Branch, and the Flood Planning Programs Branch (including flood and multi-benefit planning). The Deputy Executive Officer is the chief policy advisor for the Board’s strategic plan and other state planning documents and develops policies and procedures for programs to keep them consistent with the State’s environmental and legal landscape. The Deputy completes administrative projects and reports on a variety of Board issues as requested.

1. Demonstrated extensive leadership with the ability to plan, lead, organize, and direct the Planning, Environmental, and Land Management Division.2. Demonstrated technical knowledge of federal and State laws, regulations, and directives related to the flood control system.
3. Demonstrated tactical experience to establish goals and objectives, identify metrics to track achievements, and provide timely and effective reporting.
4. Demonstrated executive ability to confer with and gain the confidence of top-level officials including the Board, Executive Officer, other State departments and control agency representatives, build partnerships, and to represent the Board as a subject matter expert on flood protection.
5. Demonstrated analytical ability to critically evaluate problems, propose alternatives, develop and implement innovative solutions, and take effective action.
6. Demonstrated effective interpersonal skills, with proven ability to negotiate and communicate complex issues and policies, both verbally and in writing.
