(Program Planner II)

The pay range for this position is $24.90 - $33.47 per hour



The State of New Hampshire, Department of Safety, Division of Homeland Security and Emergency Management has a part-time vacancy for Program Planner II (13-1110 MANAGEMENT ANALYSTS-2). This is a part time position and cannot exceed 29.5 hour per week.



SUMMARY: Coordinates the planning and implementation of support to citizens in the aftermath of a disaster/incident to facilitate access to resources that provide individual assistance through programs, services, and/or available funding at the local, state or federal level.

18 Months of additional relevant experience = Associate's degree

36 Months of additional relevant experience = Bachelor's degree

MINIMUM QUALIFICATIONS :



Education : Bachelor's degree from a recognized college or university with major study in business, public administration, communications, education, emergency management, family studies, homeland security or a related field. Each additional year of approved formal education may be substituted for one year of required work experience.



Experience: Three years of experience in emergency management activities, public assistance, volunteer coordination, training, social work or a related field, with responsibility for program planning, monitoring and evaluation. Each additional year of approved work experience may be substituted for one year of required formal education.



License/Certification: Must possess a valid driver's license.



SPECIAL REQUIREMENTS:



Selected candidate will undergo a fingerprint based criminal background check and motor vehicle record check in order to ensure suitability for exposure to confidential information.



RESPONSIBILITIES:



Develops and analyzes Individual Assistance (IA) Programs for the Division of Homeland Security and Emergency Services (HSEM) to aid individuals in the aftermath of a disaster/incident to access volunteer based charity services or funding availability.



Reviews IA declarations to determine if damage assessments meet the threshold for eligibility in Federal Emergency Management Agency (FEMA) IA Programs and provides appropriate guidance to individuals to aid with their participation in those programs.



Collaborates with Voluntary Organizations Active in Disasters (VOAD) members, the FEMA Voluntary Agency Liaisons (VAL) and other voluntary organizations, including community-based and faith-based organizations, involved with disaster relief efforts in local communities to plan for effective disaster response to ensure effective long-term recovery.



Coordinates and consults with Community Action Programs (CAPs) to prioritize, assign and review disaster assistance workload to the CAPs and volunteer staff.



Assesses “unmet” needs within individual Disaster Case Management files and facilitates the establishment of the community-based Long Term Recovery Committee (LTRC) to address options and implementation of efforts to meet those needs.



Develops and demonstrates specialized IA instruction during training courses delivered by the State for VAL and VOAD staff in the use of the IA portion of the State’s disaster management software (WebEOC).



Develops and maintains current contact lists for Individual Assistance Long Term Recovery and state agencies and ensures that accurate information is available in the WebEOC VOAD database.



Works with VAL and Private Sector Liaisons to build and expand the voluntary agencies, non-government organizations and private sector entities capabilities to support all phases of the emergency management system.
