Clearance: **Must have an Active TS/SCI Clearance** Position Description: Network Runners, Inc is seeking a program analyst to provide knowledge management and process automation support to the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)).
Duties & Responsibilities: - Develop and configure scalable, high-performing, and maintainable solutions built on common IT frameworks available to the OUSD(R&E)
- Configure application user interfaces and workflows.
- Integrate solutions with other OUSD(R&E) applications.
- Support the team in requirements gathering among OUSD(R&E) stakeholders.
- Design, implement, and develop integration solutions for providing state of the art solutions capable of handling high transaction rates for real-time processing and delivery. Support the enterprise design by developing enterprise schemas to map data and process flows between systems and overall solutions.
- Serve as the primary liaison between the OUSD(R&E) office and higher-level IT support as required.
- Apply process improvement and reengineering methodologies and approaches to conduct process modernization projects within OUSD(R&E)
- Provide group facilitation, interviewing, training, and additional forms of knowledge transfer to OUSD(R&E) personnel.
- Provide enterprise-wide integration of reengineering efforts.
- Provide recommendations to OUSD(R&E) stakeholders on how existing processes can be optimized and automated through IT applications.
- Provide general support, administration, and on-going maintenance of OUSD(R&E) knowledge management solutions.
- Serve as the primary technical contributor in analyzing, planning for, and implementing mission-related IT activities including requirements analysis, system sizing, prototype evaluation and development, workflow, and IT organizational analyses, strategic, operational, and security planning, and applications analysis and development.
- Provide recommendations for what applications and/or solution best meets the current and future needs of the OUSD(R&E) organization.
- Configure and maintain service-level agreements, catalog items, and associated workflows for solutions.
- Coordinate application and solution maintenance and upgrades
- Assist in building and maintaining internal technical documentation, manuals, policies and processes.
Minimum Qualifications/Requirements: - A bachelor’s degree with at least 5 years of relevant experience
- Demonstrated experience providing IT services for establishing and maintaining online knowledge repositories and identifying, optimizing, and automating common business operation processes using various forms of technology (e.g. SharePoint)
- Skilled in providing guidance and implementation of both short and long-term automation and knowledge management solutions.
- Proficiency in Microsoft (MS) Office to include PowerPoint, Word, Access, and Excel
- Strong written and oral communication skills
- Ability to work in a dynamic government work environment and have strong interpersonal skills with the ability to work as part of a team.
- Previous experience providing IT support to an OSD Component or within broader DoD.
