Longenecker & Associates (L&A), supporting the United Cleanup Oak Ridge (UCOR) LLC contract, is in search of a Contract & Performance Assurance (C&PA) Manager, to lead the Contract & Performance Assurance organization. This position reports to the UCOR Director of Mission Assurance and Controls. Within L&A, this position reports to Oak Ridge Clean Up Program Manager. UCOR LLC is the prime contractor for the Department of Energy (DOE)/Environmental Management (EM).

POSITION DESCRIPTION: The
C&PA Manager leads and supervises the performance assurance team in the development, maintenance, and implementation of UCORs contractor assurance system (CAS) programs to ensure compliance with DOE directives and company implementing procedures; and to drive related performance improvement initiatives. This leader directs and oversees CAS program implementation, the development of compliant and effective processes, and the effective execution of the UCOR Management/Self-Assessment Program, Issues Management Program, Lessons Learned/Operating Experience (OPEX) Program, Event Investigation Program, Performance Monitoring and Metrics, Occurrence Reporting, Price-Anderson Amendments Act (PAAA) Nonconformance Tracking System (NTS) Reporting, Requirements Management, Technical Standards Program, and the integration of enterprise risks into applicable CAS program elements. The C&PA Manager ensures training is developed and provided on CAS programs as required.
SPECIFIC DUTIES & RESPONSIBILITIES Leadership: - Fosters an inclusive and mutually respectful work environment.

- Works closely with the Mission Assurance & Controls Director, Quality Manager, and Enterprise Risk Manager to develop and implement strategies, priorities, and plans; proactively identifies and elevates topics of concern.
- Manages UCORs Contract & Performance Assurance team to achieve UCORs mission objectives, including the development and management of team member performance .
- Ensures team members are properly trained and qualified to execute responsibilities.
- Effectively uses resources to achieve UCOR objectives.
- Leads and provides CAS expertise and risk informed decision making to achieve effective implementation of UCORs contractor and performance assurance elements.
- Coordinates, and as needed, leads cross-organizational teams to accomplish team and organization objectives.
Program: - Establishes and maintains procedures and processes and provides oversight for administration of the UCOR CAS Program, including:
- Highly effective issues management program
- Traceable requirements management system and technical standards program
- Fully integrated assessment program
- Effective organizational learning and transparent event investigations, lessons learned/operating experience program, occurrence reporting, and PAAA NTS reporting.
- Development and effective use of key performance indicators, metrics, and reports
- Directs implementation of the UCOR Contractor/Performance Assurance System in compliance with contractual requirements while enabling the UCOR mission.
- Interfaces with various UCOR, DOE-EM, and UCOR contractor stakeholders on CAS/Performance Assurance program and topics.
- Defines and leads implementation of continuous improvement objectives and support assignments.
- Provides policy and process guidance to UCOR organizations regarding mission and contractor assurance planning, execution, risk integration, and control.
- Assists UCOR leaders in developing and implementing effective performance assurance strategies and processes within their organizations.
- Develops and administers enterprise-wide training programs and methods to facilitate effective implementation of Contractor/Performance Assurance programs; trains others as needed.
- Coordinates UCOR Assessment Program plans and activities, including external assessments, with external agencies. When appropriate, leads internal assessments.
- Assists in developing performance metrics, management reporting tools and improvement programs to meet contract requirements, and updates programs as requirements and expectations change.
- Perform functions as required during emergency management operations, exercises, and drills.
- Oversees programs to ensure lessons learned are effective, applied, and go beyond sharing lessons.
EDUCATION REQUIREMENTS - Bachelors degree in engineering, science, or a related discipline from an accredited college/university.
MINIMUM QUALIFICATIONS - Minimum of 5 years of leadership experience in organization and/or DOE related project and program roles.
- Minimum of 8 years of experience supporting the implementation of risk-informed contractor/performance assurance and/or quality assurance programs.
- Must meet the eligibility requirements for a DOE Access Authorization (DOE Q Clearance).
- Background or participation in or overseeing the execution of CAS elements.
- Experience in event investigation participation, report preparation/reviews, systems analysis, developing/assessing corrective actions, and conducting formal briefings/presentations.
- Demonstrated ability to lead and mentor diverse staff.
- Experience in the Department of Energy environment, and an understanding and knowledge of DOE Order 226.1 and other applicable DOE directives.
- United States Citizenship is required.
- Ability to work in a diverse work environment,

- Ability to provide oversight of programs, assume leadership responsibilities for team activities and interact and coordinate with multiple organizations, including federal counterparts.
- Effective written, listening, and oral communication skills.
- Demonstrated proficiency with Microsoft Office applications.
- Ability to obtain a DOE Q-Clearance, as needed.
LOCATION This full-time on-site position is located at the UCOR office in Oak Ridge, TN. UCOR is conducting major cleanup activities at the Oak Ridge National Laboratory (ORNL) and the Y-12 National Security Complex as well as remedial activities at the East Tennessee Technology Park (ETTP). Cleanup missions on the Oak Ridge Reservation (ORR) focus on protecting people and the environment from industrial and chemical hazards while enabling current and future science and national security programs. UCOR also leads critical projects (e.g., Outfall 200 Mercury Treatment Facility and the Environmental Management Disposal Facility) and manages nuclear operations facilities at the ORNL and Transuranic Waste Processing Center.
