The Watershed Mitigation, Coordination, and Outreach Unit is dedicated supporting state, federal, tribal, and local stakeholders to facilitate the safety of lives and protection of property in the face of diverse geological hazards. These hazards encompass, but are not limited to, post-fire debris flows, mudslides, and landslides. Using cutting-edge remote sensing efforts, proactive planning, strategic coordination, and community outreach, this unit works to advise on or implement effective measures that mitigate the impact of geohazards, ensuring resilience and safeguarding the well-being of communities across the State of California.

Under general direction of the Program Manager I, the Research Data Specialist II (RDS II) acts as the data leader for the Watershed Mitigation, Coordination, and Outreach Unit. The role involves employing advanced data analysis, Geographic Information System (GIS) expertise, and technological innovation to facilitate effective program management and enhance situational awareness. The RDS II integrates remote sensing technologies, collaborates on data sharing, and cultivates a tech-forward culture, incorporating automation and staying current on software tools to advance the unit's mission in responding to, recovering from, and mitigating geological hazards in California.

• Responsible for the application of advanced data analysis tools and platforms to assess, compile, and interpret data pertinent to geohazard response, recovery, and mitigation efforts.
• Designs and develops data schemas and databases tailored to the unique demands of the emergency management context.
• Apply GIS tools and techniques to monitor and assess watershed conditions in high-risk areas.
• Integrate remote sensing technologies into the Unit’s data tools to provide real-time mapping and situational awareness.
• Collaborate with external agencies on data sharing, distribution, modeling capabilities, while integrating data sharing capabilities within a web environment
• Cultivate a technology-forward culture, building automations that leverage Application Programing Interfaces (API) to streamline data processes and ensure efficient information flow.
• Stay abreast of emergency technologies and recommend/facilitate their adoption to improve program effectiveness.

Working Conditions

• This position is eligible for a hybrid work schedule which includes up to two days of remote work per week. Additional in office days may be required based on the business need.

• DMV Pull Program - Participation in the DMV Pull Program is required. The position(s) require(s) a valid Driver’s License (DL). You must answer the questions addressing your DL on your application. The Recovery Section ensures state and federal support are provided in an efficient and timely manner throughout the recovery process.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.
