Job Description and Duties

Recent and ongoing flooding throughout many areas in California highlights the critical importance of DWR's flood risk reduction responsibilities.  In fact, DWR was created in 1956 in the aftermath of the historic December 1955 flood that caused widespread destruction in Northern California.  Since then, DWR has continued to work towards reducing flood risks throughout California through a portfolio of structural and non-structural actions.  

The Division of Flood Management (DFM) was established on November 9,1977, as a “boots on the ground” team of experts whose charge included emergency flood operations and flood forecasting, flood system inspections and maintenance, flood project development, and advising local entities on wise floodplain management practices.  Critical to guiding these activities lies in having a robust flood risk reduction planning function.  The incumbent for this position will plan, organize, lead, and control a team of subject matter experts both within DWR and through consultant contracts as they perform technical evaluations necessary to support the development of the five-year updates to the Central Valley Flood Protection Plan, which outlines the State’s priorities in implementing a variety of projects and actions in the Central Valley.

The incumbent supports the DFM Manager, Assistant Division Manager, the Deputy Director of Flood Management and Dam Safety to ensure the development and execution of flood system planning and policy development activities by administering the Flood Planning Branch’s leadership team.  An integral part of this position requires strong, collaborative, and frequent interactions with our partners, including the Central Valley Flood Protection Board, Governor’s Office of Planning and Research, US Army Corps of Engineers, Federal Emergency Management Agency, federal and State resource agencies, and other federal, State, local, and tribal entities responsible for managing California’s flood risks.

Special Requirements

Possession of a valid license as a Professional Engineer in the field of Civil Engineering issued by the State of California and a valid California driver’s license.  This position is covered in the Political Reform Act and requires financial disclosure within 30 days of the first and last day physically worked in a covered position and annually by April 1 st .

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


This is a management position that requires the incumbent to plan, organize, lead, and control a matrixed team of division staff, other departmental staff, and consultants.  The incumbent should have a broad technical background in the areas of flood risk assessment, hydraulic and hydrologic evaluations, climate change analysis, geotechnical analysis, groundwater recharge, civil design, construction cost estimates, and benefit-cost-ratio evaluations.  Knowledge of the concepts of flood planning, familiarity with flood facilities in the Central Valley, including those of the State Plan of Flood Control, and familiarity with statewide flood risk reduction strategies are required.  This position also requires an incumbent with excellent communication and collaboration skills and experience with stakeholder outreach and engagement.
