Job Overview

The Manager Operations D&C Bond is responsible for managing internal and external staff assigned to the Design & Construction team, and will provide direction and oversight of design and installation activities for construction and renovation projects for the District. The Operations Manager will manage a range of project from small alterations to complex large-scale new construction by overseeing the design and construction teams, review construction documents, coordinate with local municipalities on plan reviews and inspections, monitor construction progress, and direct related problem resolution among stakeholders. This is a professional position assigned only to the design and construction department.

Position Description

Essential Duties and Responsibilities

Design Collaboration

Responsible for overseeing construction projects and facility operations, including developing policies and procedures, establishing internal controls, adhering to corporate/departmental standards, identifying opportunities for expansion, and resolving architectural/engineering issues to enhance process improvement.
Oversee and manage the development of the architectural, MEP, and IT Technical Design Guidelines for FBISD Design and Construction
Assist in the evaluation of proposed building sites and the management details related to making the sites ready for design and construction of facilities
Serve as the liaison with the developers and representatives of governmental entities having jurisdiction over design and construction, site use, etc
Responsible for resolving issues such as agreements and easements with external service providers such as but not limited to: City or County, MUD Districts, CenterPoint, Waste Water Districts, Private Waste Water Treatment facility, etc
Review Consultant’s Design Drawings for architectural, civil, MEP, and IT elements and systems to ensure compliance with District standards and project requirements.
Work with consultants and FBISD internal and external staff to determine building envelope, HVAC, and electrical commissioning requirements per American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) Guidelines or LEED requirements. Verify that all such requirements are incorporated into the contract documents
Oversight
Manage and lead project managers, warranty project managers, and staff throughout the project close-out and warranty process of the bond program
Act as liaison with program management consultants and other professional services vendors and coordinate their efforts with internal FBISD staff, District procedures, policies, and standards.
Assist in the preparation of new bond initiatives by exercising due diligence, identifying building issues which require replacement or upgrades, compiling cost estimates and justifications
Manage and direct IT projects requiring facility infrastructure, coordinate IT initiatives from design thru implementation. Liaison between D&C and IT leadership.
Establish and manage the utility shutdown procedure for all phases of general construction. Provide oversight of project management staff to ensure compliance with the utility shutdown procedure
Lead and manage the development of the capital improvement planning process for design and construction activities, which support the school system’s management plans for both new facilities and renovations of the existing facilities
Determine all LEED requirements (per USGBC Guidelines) with Consultants and FBISD staff. Verify that all such requirements are incorporated into the contract documents and implemented during construction
Lead the development for new bond initiatives by exercising due diligence, identifying life-cycle deficiencies and building operational deficiencies, which require replacement or upgrades, compiling cost estimates and justifications
Display a high degree of ingenuity when developing new methods and solving problems including the ability to work in a team environment to identify and resolve construction related issues
Assist in preparation of punch list of architectural, general construction, HVAC, plumbing, and electrical systems and ensure such punch list items are addressed to District’s satisfaction. Work with consultants and FBISD Operations staff to ensure Building Automation Management system is functional as designed and approved.

Supervisory Responsibilities

Guide and manage project management staff and consultants throughout the design, construction, inspection, and warranty activities of the bond program and across all project assignments

Additional Information

Position is funded by the current bond program and is dependent upon current and future bond programs for funding.

Qualifications:


Bachelor's degree in Engineering, or a related field
Licensed Architect or Professional Engineer with Texas Registration preferred Licensed as a Professional Engineer (PE) or Construction Certifications in the State of Texas preferred
Minimum of 7 years Minimum 7 years of professional experience in engineering, design, plan review, project management and commissioning activities of all HVAC and electrical related aspects pertaining to new construction, renovation, and maintenance of facilities
Ability to supervise and manage staff and outside consultants working under design & construction to successfully carry out design and MEP installation of bond projects
Knowledge and understanding of the various project delivery methods such as Competitive Sealed Proposals, Job Order Contracting, Construction Manager @ Risk and Design-Build Methods
Demonstrated competence and knowledge of general construction methods, materials, construction sequencing, construction operation, paperwork flow, building codes and required inspections for completion of projects
Evidence of computer literacy and ability to use word processing, spreadsheets, and competence in load calculation software such as Trane Trace or Carrier Hourly Analysis Program and knowledge of the governing mechanical plumbing and International Energy Conservation Code (as applicable) preferred

Salary Range:

$124,812 - $184,722
