We are seeking a Manager to lead our Project Engineering Management (PEM) team within our in-house EPC organization (Project Delivery) to be based out of either our Allentown, PA HQ, or our Houston, TX office. Travel is expected to be 25% with potential to be higher.
You will be a senior member of the Americas Project Delivery organization, and your primary accountability will be to effectively manage and foster the development the ~40 people within the PEM organization. You should have or should develop knowledge of key process fundamentals within the fields of natural gas processing/LNG, hydrogen H2 purification, heat integration, gasification, carbon capture, Air separation (ASU), and power generation.
In addition to providing quality and timely PEM support for all projects, you must ensure corporate execution philosophies are incorporated into project execution, overall delivery of engineering and design, and support development and continuous improvement of the engineering processes. You will handle ongoing staffing requirements as well as lead work assignments through all phases of projects. You may also perform PEM functions on large, complex proposals or smaller, less complex projects.
Manager Responsibilities
- Understand functional knowledge and skills of team members to align assignments with team member strength.
- Ensure team implementation of global work processes and tools during proposals and execution.
- Drive the career development of the team, including mentoring of junior engineers and PEMs.
- Collaborate with your counterparts in overseas detail design centers to forecast upcoming work.
- Identify capability gaps within the team and develop plans to close those gaps.
- Identify capacity and capability gaps between upcoming workload and existing team, develop hiring strategies to balance work load between available and new-hire resources.
- Make resource adjustments as necessary to maintain a highly functioning team.
- Lead monthly project engineering progress report meetings with all Project PEMs for issue awareness and resolution
- Assist in developing engineering execution strategies for new and complex projects.
- Review proposal multi-center execution splits of work and staff hours.
- Provide guidance to the Project Execution Strategy and make strategic decisions that affect the functional area of responsibility.
- Oversee development of overall Engineering and Design Execution Strategy and ensure completion of Functional Execution Strategies by lead engineers.
- Collaborate with Regional Engineering Director to establish areas of improvement for projects.
- Assign PEMs to support the Product Lines for bid development, Facility Planning and Pre-Engineering and PDP phase of new projects as requested.
- Assign PEMS to support the Basic Engineering phase and Detail Engineering and Design Phase for all projects.
PEM Responsibilities
- Lead engineering and design activities of complex capital projects or proposals.
- Understand and implement the business drivers associated with complex capital projects.
- Participate in and lead initial project planning activities with the Project Manager, Project Procurement Manager and Construction Manager.
- Provide guidance to the Project Execution Strategy and make strategic decisions that affect the functional area of responsibility.
- Develop overall Engineering and Design Execution Strategy and ensure completion of Functional Execution Strategies by lead engineers.
- Ensure alignment of engineering activities with Project Procurement Plan.
- Ensure functional understanding of regional scope splits between Basic Engineering and Design, and Detailed Engineering Design.
- Direct internal engineering and design resources to produce delivery on schedule and on budget while monitoring progress and performance.
- Assess progress and performance against the project’s engineering schedule and handle changes that may impact the scope, budget or schedule of a project.
- Lead weekly Lead Engineer's meetings and action item closure.
- Coordinate Reviews.
- Coordination, review, and project management of critical goals.
- Assist in development of construction packages.
- Ensure effective technical coordination with clients or third-party representatives.
- Support set up of Engineering tools to complete the philosophy in execution.
- Resolve issues arising from resource constraints.
- Lead subordinate PEMs on large or complex projects.
Education / Qualifications
- Bachelor’s Degree or higher in Engineering.
- +15 yrs meaningful professional experience.
- Demonstrated experience leading and developing successful teams is beneficial.
- Ability to make proper decisions affecting the profitability of the complex capital projects. Understand the requirements of our customers.
- Management experience in working with outside technology or engineering firms is beneficial.
- Consistent track record in the management of detailed engineering activities of process plants.
- Ambition to increase responsibility in this role (e.g. more complex projects) or other roles in Engineering.
- Strong organizational, communication and facilitation skills.
- Ability to bring team together to achieve project targets and goals.
- Good commercial awareness with ability to manage change.

- Process Flow Diagrams
- Design Reviews
- Action Item Close-out
- Handle Technical Risk Registers Issue identifications
- Equipment specifications for Procurement
- Inspection Test Plans
- Vendor Document requests.
