DESCRIPTION

The Principal Contract and Grant Officer, Non-Profit/Federal Flow-Through, operating under a formal delegation of authority to execute extramurally funded grants and contracts, provides professional expertise to faculty and other researchers for research programs, contracts, and other agreements funded or supported by a variety of sponsor types, in the fields of clinical trials, medical services, bio-medical sciences, pharmaceutical, bio-technology, health sciences, physical sciences, and social sciences. The responsibilities include managing, negotiating and executing, Clinical Trial, Sponsored Research, Multi-Party and other Research Collaboration Agreements. The position is responsible for providing expert guidance and consulting with Investigators who are seeking to obtain funding and negotiate contracts with non-profit organizations, private foundations, charitable organizations, business related interest groups, and academic institutions. The Principal Contract and Grant Officer oversees administrative management and problem resolution during the term of the contract. The Principal Contract and Grant Officer negotiates complex, high profile, high risk contracts covering funded research collaborations, investigator-initiated and non-profit initiated clinical trials, non-profit sponsored research agreements, and Federal flow-through agreements, etc. The Principal Contract and Grant Officer is also expected to be skilled in managing complex intellectual property and licensing matters, and negotiate on behalf of the university to protect our rights.

The Principal Contract and Grant Officer is responsible for a portfolio of the highest profile and complex proposal and award actions from a variety of sponsor types and requires expert analytical skills, and detailed knowledge of UC policy and federal regulations. This involves interactions and negotiations at the highest levels: internal and external legal counsel, Chief Executive Officers, Chief Operating Officers, Vice Presidents of Research Development, etc. Responsibilities at this level also include one-on-one high-level guidance to Principal Investigators and Department/ORU business administrators, mentoring of OCGA Senior Analysts when non-standard issues arise, and advising the Office of Innovation & Commercialization (OIC) on matters pertaining to UC research policy, innovation and commercialization. Response time for these transactions is often critical and requires expert negotiation and facilitation skills.

The Principal Contract and Grant Officer is responsible for the review, negotiation and execution of complex and high-risk non-profit and Federal flow-through sponsored research agreements. The officer determines the nature and scope of the relationship of UC San Diego investigators to sponsors, and develops the business terms of the research project. The officer also provides consultation to faculty, campus administrators and sponsor representatives in such areas as UC clinical research procedures, policies, and contract language; training and educating campus about sponsored research agreements, as well as policies, practices, guidance etc. related to such agreements, and participating in the strategy planning and implementation with UC San Diego's Foundation Relations Office, to increase, broaden, develop and maintain UC San Diego relations with private foundations and charitable organizations.
