Job description

SUMMARY DESCRIPTION

Under general supervision, supervise assigned staff, develops, implements and maintains the energy conservation/management & sustainability programs within the Facilities Management Department. Programs include utility consumption monitoring, energy and water conservation management, solid waste & recycling management, and education & engagement of students, staff, and the public in District sustainability practices. Performs related work and special assignments as required.

EXEMPLARY DUTIES/RESPONSIBILITIES

Develops and maintains the District’s Sustainability Action Plan including current sustainability initiatives, short-term initiatives, and long-term initiatives. Identifies significant sustainability cost saving measures within the District and develops implementation plans.

Works with the Grants Department to identify, facilitate, and coordinate grant opportunities and governmental & utility funding programs aimed toward sustainability.

Coordinates with state, regional, and local agencies and organizations to coordinate and facilitate sustainability policies and programs that benefit the District and the region.

Maintains and analyzes monthly records of utility usage and cost for all district facilities; develops as needed and utilizes computerized programs for the tracking and reporting of monthly and yearly utility consumption/usage, develops and generates utility usage reports, graphs and charts as required by management. Evaluates and recommends energy management software programs to accomplish the goals of the energy conservation program.

Coordinates with local utility companies and energy providers regarding energy retrofit and renewable energy generation grant and rebate programs.

Networks with district personnel and outside agencies to generate savings.

Responsible for attending legislative committee meetings to speak on behalf of sustainability and energy conservation efforts.

Assists in the development and implementation of a districtwide, comprehensive energy conservation program and maintain said program. Assists in the identification and implementation of energy conservation opportunities; develops and generates monthly and annual reports, graphs and charts to track the effectiveness of the energy conservation programs; develops, generates and provides progress reports for schools/facilities site administrators.

Works with the HVAC Department to maintain the control and monitoring equipment associated with the District’s environmental direct digital control (DDC) systems; modify and upgrade the DDC control logic, monitoring and display programs; develop, implement, and monitor control logic strategies for the purpose of energy usage conservation; and maintain building occupancy and equipment operating schedules in cooperation with facility personnel.

Reviews the plans for new facility construction and older facility renewal modifications to ensure that efficient systems are specified and properly installed to minimize utility consumption.

Work with site administrators and staff to develop and implement operational strategies to minimize energy consumption. Regularly meet with facility staff to ensure these strategies are implemented and followed on an ongoing basis with the ability to work flexible hours and shifts.

Develop and distribute materials to staff to emphasize the need for energy conservation.

Work with maintenance staff to develop, implement, and continually update maintenance and preventive maintenance practices to obtain energy consumption savings.

May function as project manager on energy retrofit projects.

May assist in providing energy conservation and sustainability programming for classroom instruction.

Coordinates trash, waste, and recycling programs with local providers and governmental agencies. Provides input to local governmental agencies regarding franchise agreements for trash, waste, and recycling programs.

EMPLOYMENT STANDARDS

Education/Experience: Any combination of education and experience that would provide the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be:

A Bachelor’s degree in engineering or environmental science from a recognized college or university;

AND

Six (6) years of verifiable experience in building system design, energy auditing, energy conservation management, or mechanical or electrical system design.

OR

A Master’s degree in engineering or environmental science from a recognized college or university;

AND

Four (4) years of verifiable experience in building system design, energy auditing, energy conservation management or mechanical or electrical system design.

Knowledge of: Utility usage measuring techniques, tracking methods and programs; energy conservation techniques; building, heating, ventilating and air conditioning principles and their associated equipment, operation and control strategies; building maintenance management operations; computers and their usage, digital temperature control systems; Federal, State and Local codes and regulations applicable to the operation of building heating, ventilating and air conditioning systems including principles of general building construction; and related hazards and safety precautions.
