ANNOUNCEMENT & PURPOSE OF POSITION


Pottawattamie County Public Health is announcing the hiring of a part-time Public Health Nurse to work 2-3 days per week.


An individual in this position is responsible for providing professional public health nursing services and education to individuals, families, and the community. Plans, supervises, implements and evaluates activities and duties of the Public Health nursing division. Utilizes judgement, initiative and broad discretion in directing program activities. Nursing actions are directed towards the goals of prevention, assessment, risk reduction, and health status improvement for individuals, families and communities.

ESSENTIAL FUNCTIONS


Supervise and guide Public Health nursing staff; assign work, train new and current employees, supervise and review work performed, conduct job performance evaluations, handle complaints and recommend disciplinary action as needed.

Assists with the review, recommendations and monitoring of budget for area(s) of responsibility, including processing claims and processing payroll.

Assists with the development of programs, division policies, procedures and documentation processes.

Researches public health nursing grant programs; writes funding applications and coordinates and leads activities of the grant programs.

Collaborates in the development and delivery of programs and activities for individuals, families, and population groups that promote health and prevent diseases in settings including, but not limited to: County offices, homes, community organizations, businesses, schools, and the community in general.

Performs comprehensive individual and family assessments which include health history, physical assessment, growth monitoring, developmental assessment, assessment of family functioning, assessment for substance abuse or domestic violence issues, and assessment of basic needs including food, housing, income, resources/supports, and access to care.

Provides care coordination, referral and follow-up to individuals and families who are members of a vulnerable population and/or high-risk groups. Evaluates outcomes, effectiveness of plan, and makes changes as necessary.

Documents patient assessment and intervention data in appropriate documentation systems, ensuring patient confidentiality and compliance with state and federal laws that govern the release of health care information.

Administers direct client care, including but, not limited to: interviewing patient, performing physical examination, providing immunizations, collecting lab specimens and/or performing testing, reviewing and interpreting lab results, dispensing/applying medication, and administer appropriate treatment under medical standing orders and program protocols.

Uses public health surveillance/disease investigation methods in community outreach, screening, and case finding of communicable and infectious diseases that threaten the health of the community.

Participates in response teams to prevent, minimize, and contain adverse health events and conditions resulting from communicable diseases; food-, water-, and vector-borne outbreaks; chronic diseases; environmental hazards; injuries and health disparities.

Participates on the tuberculosis control team, including conducting contact investigations, providing medication and home visitation services to active and latent TB patients, and conducting lab draws and sputum collection.

Participates on the immunization team and assists with directing influenza and immunization clinics; managing vaccine orders and inventory; entering data into required systems; completing immunization audits; and ensuring compliance with state and federal regulations and standards.

Participates on the emergency preparedness team ensuring compliance with state and federal grant requirements.

Collaborates in and contributes to individual, team, and Departmental performance management, quality improvement and evaluation activities.

Maintains clinical area in a clean, neat and safe manner; adheres to universal precautions and other appropriate infection control practices; adheres to nursing and department safety and security policies and follows and enforces security regulations for keys, sharps, and controlled medications.

Demonstrates sensitivity to the service population's cultural and socioeconomic characteristics.

Enforces all public health laws and rules of the Board of Health and insures rapid follow-up and strict compliance.

Maintains client confidentiality and all department or client communications, documents, correspondence, and adheres with HIPAA policies and practices.

Assumes responsibility for own professional development; attends recommended in-services and trainings.

Assumes responsibility for all other duties as assigned.

ESSENTIAL KNOWLEDGE, EXPERIENCE AND ABILITY


Demonstrated knowledge of nursing practices, techniques and methods applied to health and wellness; federal and state and local regulations.

Ability to train, plan, assign, direct and supervise the work of subordinates. Ability to deal sensitively with clients and to provide service to the public in a professional manner regardless of the situation.

Ability to utilize independent judgment and take appropriate action, based on established protocols.

Possess written and verbal skills for effective communication and the ability to teach and guide team members to provide quality care.

Ability to organize and deliver public health education to varied audiences, by utilizing verbal, written and visual communication tools/resources.

Possess demonstrated skills in organizing shifting workload demands to meet established deadlines.

Proven track record of success developing and administering grant opportunities preferably relating to the core programs.

Ability to proficiently utilize basic computer skills to perform word processing, electronic spreadsheet or database tasks.

Ability to understand and follow detailed oral and written instructions.

Ability to analyze and interpret medical data and take or recommend appropriate action.

Ability to effectively communicate, orally and in writing, must possess good listening skills.


Ability to use persuasion and diplomacy in soliciting cooperation from reluctant clients.

Ability to follow protocols and adhere to appropriate safety and security policies in accordance with local, state and federal guidelines.

Ability to develop working relationships with all levels of county staff, medical and para-medical community organizations, Board of Health and the general public.

Ability to interact effectively with individuals from diverse cultures and socio-economic status.

Ability to effectively participate, contribute and achieve goals as a member of a work group and multi-functional team(s).

ESSENTIAL EDUCATION, CERTIFICATION AND/OR LICENSES


Bachelor's Degree in (Nursing) or related field or equivalent experience in a Public Health position preferred.

Must possess licensure as Registered Nurse in the State of Iowa or hold a multi state license in a state that recognizes reciprocity in the Enhanced Nurse Licensure Compact, or possess a valid work permit issued by Iowa Board of Nursing.

Five (5) years of full-time experience as a public health nurse, supervisory experience is preferred.

Completion of the STD Intensive course and the Fundamentals of HIV Counseling, Testing, and Referral course within 6 months of employment.

CPR certification.

Mandatory Child and Adult Abuse certification.

Completion of ICS 100, 200, 300, 400 and IS 700, 800 certificates required within 1 year of employment.

Must possess a valid driver license at the time of hire and shall maintain it throughout the course of employment.

This position is not eligible to receive county benefits.
