Job description

Overview

The Agency of Transportation (AOT) is seeking an experienced financial manager to lead the budget, federal programs, financial operations, and financial systems improvements teams to serve as our Chief Financial Officer. This position is responsible for working with the four divisions and one department that comprise the Agency of Transportation to develop and manage a $875M annual budget. The Chief Financial Officer represents the Agency at state, regional and national events, as well as frequently testifying in the Vermont Legislature with and on behalf of Agency programs. This position engages regularly with USDOT Department representatives, aligning work plans with federal funding and ensuring compliance of all funds received by the Agency.

The Chief Financial Officer reports to the Division Director of the Division of Finance & Administration and has oversight over 3 direct reports and approximately 40 additional positions in the Finance Bureau. This position is eligible for limited telework; work in person at the Agency’s Barre location is required each week.

Salary Range: $92,747.20 – $146,432.00.

Minimum Qualifications
Master’s degree in accounting, business or public administration or a related field AND five (5) years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience including managing a major fiscal program or operation.

OR

Bachelor’s degree in accounting or a bachelor’s degree in any discipline that includes or is supplemented by 20 credit hours in accounting and eight (8) years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included managing a major fiscal program or operation.

OR

Four (4) years or more as a Financial Director III with the State of Vermont.

OR

Three (3) year or more experience as a Financial Director IV with the State of Vermont.
Preferred Qualifications
Preference may be given to applicants with experience managing large fiscal operations.
For some positions preference may be given to applicants with a master’s degree in Public Administration, Business Administration, or other specific degree program.
For some positions preference may be given to applicants with a CPA (or similar certification).
Special Requirements
For some positions experience working with VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
