Department Overview
The Rates department within PG&E’s Corporate Affairs organization develops and provides regulatory expertise in all gas and electric rates proceedings at the California Public Utilities Commission (CPUC). In addition, the Rates team conducts cost of service analysis, forecasts sales and revenues, and supports other organizations in understanding customer usage trends as applicable towards reviewing and enhancing various PG&E programs.
Position Summary
This position is for a Principal Rate Analyst for the Electric Rates team. The Principal Rate Analyst leads quantitative analytical work in support of various regulatory proceedings. The Principal Rate Analyst develops and facilitates internal coordination of cost allocation, revenue recovery, and rate design proposals in regulatory proceedings; develops/reviews/analyzes testimony, discovery responses, and other case materials; develops revenue and rate forecasts; develops and administers advice letters and tariffs; develops and implements rate and cost recovery-related policies and programs, provides guidance to internal partners regarding rate implementation, and develops and maintains relationships with various internal and external stakeholders as part of the regulatory process. In addition, the Principal Rate Analyst acts as an expert witness in regulatory proceedings. The Principal Rate Analyst may lead process improvements and other special projects or initiatives.
PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. This job is also eligible to participate in PG&E’s discretionary incentive compensation programs.
A reasonable salary range is:
California Minimum: $133,000
California Maximum: $226,000
Bay Area Minimum: $ 140,000
Bay Area Maximum: $238,000
This position is hybrid, working from your remote office and based on business needs.
Responsibilities
- Acts as a witness for complex, rulemaking or new policy design proceedings, including developing proposals with internal stakeholders writing persuasive testimony; developing work papers and exhibits; testifying at proceedings; participating in workshops; preparing technical content of complex data responses; reviewing, analyzing and summarizing third party testimony, regulatory proposals, pleadings, agreements and decisions; developing strategies to rebut testimony; designing new proposals and analyses for submittal in regulatory proceedings. Acts as a witness assistant for highly complex rulemaking or new policy design proceedings. Leads settlement negotiations.
- Develops advanced models and analytical tools for reports, statistics, trends and profiles. Validates complex advanced tools. Develops conclusions and recommendations and presents to Directors.
- Leads development and documentation of advanced processes, guidelines, standards, models and analytics. Leads advanced continuous improvement projects to include partnering with peers and working with stakeholder departments.
- Initiates and conducts complex, analytically intensive or large scope research for complex regulatory issues and identifies relationships and linkages to other regulatory decisions.
- Cross trains with peers to facilitate knowledge transfer, provides training and coaching to less experienced peers, and may lead small team of analysts on specific projects.
- Establishes and builds cross-organizational relationships and with external parties, including regulators and industry groups.
- Determines need and implements rebuilding existing analytical capabilities in new applications and building new rate design or marginal cost tools. Conducts advanced and complex quantitative, theoretical and policy research related to gas and electric rate design, cost allocation, cost of service and other rate issues.
- Leads significant and complex rate design cases and leads identification of interrelations and linkages of rate design or marginal costs regulatory submissions or decisions.
- Coordinates with stakeholder departments to identify and address potential business and operational needs and impacts across the company resulting from cost allocation or rate policy changes.
Qualifications
Required
- BS/BA degree in Economics, Engineering, Mathematics or related discipline or equivalent related experience.
- 10 years of regulatory, analytical, or relevant experience.
Desired
- MS/MBA degree in Economics, Engineering, Mathematics or related discipline.
- 11 years of regulatory, analytical, or relevant experience.
- Excellent interpersonal and team collaboration skills.
- Excellent written and verbal communication skills.
- Expert prioritization and project management skills to effectively manage multiple assignments or a project with demanding time constraints.

- Expert knowledge of policy development, revenue requirements, rates or accounting, pricing, tariffs theory, practice and energy markets.
- Expert understanding of marginal cost rate making (depending on focus area).
- Strong knowledge of the functional lines of PG&E’s electric and gas business.
- Strong understanding of finance and accounting principles and terms.
- Knowledge of process improvement methods and techniques or change management.
